- Following a request by the Ministry of Foreign Affairs of Indonesia in August 2024, UN Trade and Development (UNCTAD) will provide support with the development of an eTrade Readiness Assessment (eT Ready) for Indonesia. The eT Ready will review Indonesia’s e-commerce ecosystem in key areas selected in cooperation with the government, with a view to identifying policy recommendations for strengthening innovation, increasing global competitiveness, and creating a robust and inclusive digital economy. The second project under this contract is linked to development of a National E-commerce Policy for Samoa, which was requested by the Government of Samoa, through the Ministry of Commerce, Industry and Labour, from the Pacific Digital Economy Programme (PDEP), jointly administered by UNCDF, UNDP and UNCTAD. The policy aims to guide, promote, and oversee the systematic and sustainable growth of e-commerce in alignment with national and regional strategies. The development of a national e-commerce policy is one of the key recommendations of the National E-commerce Strategy 2023-2027 (Measure 1.1.1). The consultant has completed his first assignment (contract 236179), and a final mission is envisaged to present the policy. Under the supervision of the Chief of the DECB Section, the consultant will perform the following tasks: Regarding the Indonesia eT Ready: - Conduct in-depth desk review of e-commerce and digital trade related policies, practices and use in Indonesia, in agreed focus areas with the Government of Indonesia. In doing so, the consultant will pay particular attention to the dimension of gender and people in vulnerable situations. - Liaise with a national consultant to acquire relevant information and documents to undertake the desk review. - Analyze the responses collected from the three online surveys (for public and private sector representatives, as well as consumers) for inclusion in the eT Ready. - Lead discussions and make presentations to high-level representatives from the Government of Indonesia, including Ministers, senior officials in various ministries, members of the E-commerce Committee and CEOs of private companies. - Lead multi-stakeholder consultations and focus-group discussions in the thematic policy areas during the in-country mission(s) and online webinars with the public, private sector, civil society and academic representatives to collect relevant and up-to-date information for the assessment. - Prepare required presentation materials, assist in the facilitation of events. - Identify e-commerce and digital trade businesses success stories that could be featured in the eT Ready report. - Draft the Indonesia eTrade Readiness Assessment report to be reviewed by UNCTAD, eTrade for all partners, the lead Ministry and other national stakeholders. - Develop a draft Action Matrix, with policy recommendations and expected results, to be featured in the Indonesia eTrade Readiness Assessment. - Present the results of the Indonesia eTrade Readiness Assessment at the national validation workshop and facilitate discussions. - Finalize the draft, integrating comments from the Government, UNCTAD and eTrade for all partners. - Participate in and facilitate the launch of the Indonesia eTrade Readiness Assessment. Regarding the Samoa National E-commerce Policy - Present the National E-commerce Policy in Samoa.
- Qualifications/special skills
- Master's in law, Economics, Business Administration, International Development and Trade, Social Sciences or related areas. At least 15 years of working experience in the field of trade and digital development, particularly in developing countries, LDCs, Small Island Developing States (SIDS), including providing policy advice and developing e-commerce solutions is required. Proven ability in research, report writing, and drafting, as well as experience in leading or supporting national sectoral development policies, facilitating consultative meetings with stakeholders, and liaising with senior government officials is required. Experience working with the United Nations system and/or other international organizations is desirable. Previous experience with assessing e-commerce ecosystems in developing countries in Asia is desirable.
