**OBJECTIVES OF THE PROGRAMME**:
The Department of Finance's objectives are to support Country Offices, Regional Offices and Headquarters in all financial matters to ensure precise and timely services to colleagues throughout the Organization, including hosted entities. Financial services include Treasury, investments, Staff Health Insurance, pension and other insurances. To set financial policy, issue annual financial statements and manage WHO external audit; to maintain transparency, accountability and trust in WHO by all stakeholders. To provide the best customer service possible, facilitating access to benefit entitlements for the WHO family worldwide and efficient processing of all related benefits using innovative technology. The BMS project concerns the replacement of the present ERP system (Oracle) with Workday, and integration of all financial and related systems and requires a large amount of input from teams within the Department of Finance, Regional Offices and Hosted Entities. A temporary position has been established i) to support regular positions whilst they work on the business input for the BMS project and ii) to assist with testing, data cleaning etc as necessary.

**DESCRIPTION OF DUTIES**:
Provide crucial Support to the Comptroller in:

- Providing advice on financial and related policy issues and financial frameworks, to review, formulate and support the implementation of initiatives to transform finance and support results and optimize cost recovery.
- Formulating financial performance monitoring frameworks, to provide transparency of financial performance and risk management across the organization and facilitate the active monitoring of the organization's commitments to financial accountability and performance.
- Oversee the financial assurance and performance management, through supervising the Global Assurance Hub, and strengthening the assurance that implementing partners are delivering results.
- Performs all other related duties as assigned.

Principle SME tasks as required, for example:

- Provide backfilling to the day-to-day functions of other Heads of Units within FNM, covering the functions of Accounts, Policy and Financial Reporting; Awards and Donor Reporting; or other Units as required.
- These tasks include supervising staff, performing accounting and business policies and procedures; providing advice and guidance to FNM clients; supporting the external audit process including prepare replies/ provide compiling and coordinating data from regions / Global Shared Services (GSC), preparation of management reports; and other relevant tasks.

BMS assigned tasks, for example:

- Complex data analysis, policy and process documentation review, data conversion strategie sand design review or other BMS related tasks may be assigned.

**REQUIRED QUALIFICATIONS**:
**Education**:
**Essential**:

- Advanced level University degree in financial management, accounting, business administration or closely related field.
- Professional accounting qualification such as CA, CPA, ACCA or other equivalent qualification.

**Experience**:
**Essential**:

- At least 10 years experience with relevant financial management responsibility, including some international and/or field/country based experience.
- ERP experience.

**Desirable**: Experience in ERP implementation projects would be an asset.

**Skills**:

- Demonstrated managerial, supervisory and leadership skills.
- Expert knowledge, skills and experience of principles and practices of international accounting and financial management including a strong understanding of IPSAS or IFRS.
- Excellent knowledge of and skills in the use of integrated IT accounting systems (e.g. Oracle, Workday).
- Strong ability to analyze financial data including large financial data extracts, summarize results, produce reports and recommend appropriate actions.
- Ability to plan and organize tasks on an autonomous basis.
- Strong skills analyzing large financial data extracts.
- Sound judgment, integrity, tact and discretion in dealing with internal stakeholders.
- Excellent communication (written and oral) and interpersonal skills with finance and non-finance staff.
- Thorough knowledge of financial policies, procedures and regulations.
- Strong skills in the area of Office packages in Excel, Word, and PowerPoint.
