Result of Service
The consultant must provide insight for both banks and Development Finance Institutions (DFIs) who work with financial intermediaries into the identifications and assessment of physical risks, particularly in cases where data is scarce, missing or of poor quality. The main outcomes for financial institutions taking part in this phase of the physical climate risks programme will be:
Quality Data: The consultant will provide insight, knowledge and technical groundwork for banks to improve data quality in their risk assessment processes, leading to more accurate risk profiling. By improving data collection and validation methodologies and by filling existing data gaps, the institutions will be able to make more informed decisions.

Strengthened Capacities: The insights provided by the consultant will allow banks and financial intermediaries to have an enhanced ability to understand and manage climate risks in their portfolios. Participating organizations will be equipped with the tools and knowledge to proactively and independently manage their climate risk exposures, leading to the development of more sustainable and resilient business models.

Effective Risk Management: The programmed work should give banks and DFIs the confidence to incorporate climate risk management into their core operational strategies, leading to measurable impacts on their balance sheets. This outcome signifies a shift in climate risk management, from being a compliance activity to becoming a key part of strategic planning and business operations. By understanding materiality thresholds and utilizing key risk indicators, institutions can be proactive rather than reactive.

**Responsibilities**:
The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.

The overall objective of the UNEP’s Economy Division is to encourage decision makers in government, local authorities and industry to develop and adopt policies, strategies and practices and technologies that promote sustainable patterns of consumption and production, make efficient use of natural resources, ensure safe management of chemicals and contribute to making trade and environment policies mutually supportive. It promotes the development, use and transfer of policies, technologies, economic instruments, managerial practices and other tools that assist in environmentally sound decision making and the building of corresponding activities.

The United Nations Environment Programme Finance Initiative (UNEP FI) is the strategic partnership between the United Nations and over 450 banks, insurers and investors. For over 30 years, UNEP FI has been shaping and driving the international sustainable finance agenda, setting global standards and growing a global network of leading financial institutions. Through its work-streams and regional activities, peer learning, methodology development, training and research, UNEP FI promotes sustainable finance and helps the financial industry align with and contribute to the Paris Agreement and Sustainable Development Goals.

UNEP FI has been running its Climate Risk Programme since 2018 to support banks, investors and insurers identify, measure, disclose and manage climate-related risks. The Programme has provided insight on climate-related physical and transition risks to almost one hundred financial institutions. The current phase of the programme was launched in early 2023, providing insight into (i) scenario analysis and stress testing, (ii) litigation and legal risks, (iii) analytical risk assessment tools, and (iv) physical risks. This latter part of the programme brings together 27 banking institutions and will cover:
(i) Use of open-source data platforms and how to conduct exposure assessments.

(ii) Approaches to dealing with poor quality or missing data.

(iii) Integrating secondary or concurrent risks.

(iv) Managing climate risks and developing adaptation solutions.

The physical risk programme is also being shared with the programme is run by UNEP FI staff, but a considerable part of the programme is supported by external organisations, academic institutions, and individual experts, with insights into the latest approaches and techniques for identifying, measuring, and managing climate-related risks.

UNEP FI needs a consultant to develop and deliver a short programme on physical climate risk data, focusing on approaches to identify and address poor quality or missing data, with a focus on emerging markets and developing countries where data issues are particularly acute.
