What we do

The International Committee of the Red Cross (ICRC) works worldwide to provide humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and at the same time promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.

The Division for Cooperation and Coordination within the Movement (MOUV) is responsible for developing and implementing ICRC policy and action in the field of cooperation and coordination within the International Red Cross and Red Crescent Movement. The Division serves as a centre of expertise for the ICRC's operational & capacity strengthening work and interface with National Societies and the International Federation of Red Cross and Red Crescent Societies.

Within the Division, the Movement Partnerships, Policy and Legal affairs unit (PPL) provides support, guidance, know-how and tools to ICRC headquarters and field delegations to achieve more impactful and sustainable partnership with other Movement components and strengthen, where necessary, National Societies operations and programmes.
Purpose of the position

The full title of the position is Adviser on Partnership Models with the Movement for Sustainable Humanitarian Impact. The purpose of the position is to analyze, evaluate, design, test, learn and recommend the ICRC on the development and implementation of organizational and operational business model(s) and process(es) to partner and work with Movement components and other partners towards Sustainable Humanitarian Impact (SHI), particularly where protracted and recurrent humanitarian needs exist.

Concretely, the Adviser on Partnership Models with the Movement for Sustainable Humanitarian Impact has two main objectives:
In close collaboration between ICRC’s programmes at HQ, relevant field delegations and the ICRC’s Resource Mobilization division, to facilitate and support at technical level the crafting of pilot partnerships with development actors that are inclusive of Movement partners.
By building on existing learnings from recent and ongoing partnerships and developing further analysis of current ICRC and Movement systems, mechanisms and processes (e.g. OBA, IRA, SMCC, etc.), to contribute designing possible models that would enable partnerships between the ICRC, some Movement partners and development actors on projects and programs aimed at achieving SHI.
Main duties and responsibilities

List & Analyze technical pain points preventing the inclusion of Movement components in the conception of projects and programmes with Development Actors (Project design and cycle, Reporting needs, Financial transactions, due diligence and compliance requirements, decision-making processes, HR mechanisms, ICT dimensions, logístical challenges, etc.) and reflect on possible solutions (e.g. interoperability between financial and logistic systems) taking due consideration of related on-going processes (e.g. SMCC).
Liaise with the concerned department to reflect on and identify actionable steps to ease the “tension points” or the “difficulties” previously identified (e.g. liaise with Finance and Administration, Logistics, Resource Mobilization)
Understand, analyze and propose some adaptation to current ICRC partnership modalities with other Movement actors at global and operational levels for the needs of partnerships with Development Actors and the development of SHI projects and programs (e.g. Partnership Framework Agreements, Operational / Cooperation Agreements, Country Services and Support Agreements, Integrated Partnerships, etc. including important modalities like Staff on Loan).
Liaise with MOUV Heads of Sector (HoS) and relevant Cooperation file holders to identify relevant expertise / competences existing within the Movement to contribute to the new partnership models towards SHI (expertise sharing, leveraging expertise, etc.).
Liaise with relevant Delegations (Coop fileholders, Head of Delegation and/or Head of Operations as appropriate) and Métiers at HQ Level in close coordination with Partnership Operations coordinators and relevant regional Cooperation colleagues (Deputy Regional Director, HoS and/or Supra-Coordinators) to develop their understanding of the Sustainable Humanitarian Impact and the role of the Movement and collaborate as needed with MOUV’s Resource and Data Development (RDD) unit to strengthen our Learning and Development tools in this
