**Summary**
The Contract Manager acts as the primary point of contact within the region by providing direct support as well as issue identification and issue resolution, to BMS internal affiliates in all matters of contracting and budget negotiation supporting BMS internal and external stakeholders. This individual will interact with contracting professionals within BMS external partners or sites to discuss sponsor and institutional perspectives on various contract and financial terms to improve understanding, relationships and the quality and timeliness of BMS contracts and adherence to local regulations. The Contract Manager will also support negotiating other budgets and agreements as needed, to support Clinical Trial Contracts & Grants under the direction of the Director/Associate Director, or designee.
**Responsibilities**
- Collaborate with global colleagues and external partners to develop and negotiate country level budgets.
- Collaborate with external partners to execute site budgets and contracts.
- Monitor budgets on a study and country level and provide updates to project teams as appropriate
- Develop and maintain template negotiation and decision history for clinical trial agreements including utilizing many levels of associated fallback language as provided by BMS Legal.
- Assure that contractual terms and provisions are in compliance with corporate processes, guidelines, and policies.
- Identify and support process improvement.
- Use metrics with external partners to identify, manage milestones and risks and appropriate escalation.
- Ensure an oversight plan is in place for each BMS or affiliate sponsored protocol, including an escalation plan per study; propose solutions to issues that may arise during a project or contract life cycle.
- Escalate to appropriate BMS colleague and/or line manager when significant legal or financial risk is identified.
- Execute BMS or affiliates Sponsored Research Agreements with Investigators and Institutions within the region.
- Develop and negotiate site level budgets with sites/investigators/institutions.
- Negotiate contract terms and conditions with sites/investigators/institutions, as needed. Evaluate changes requested within clinical trial agreements, identify business and/or legal risk associated with such changes and escalate relevant requests to either legal and/or business partners and/or line managers as appropriate proposing alternative solutions or feedback, whenever possible, to facilitate the review.
- Ensure that clinical contracts are negotiated within the Fair Market Value in accordance with guidelines and SOPs.
- Lead, Co-lead or actively participate to cross functional regional or global projects.
- Ensure contracting compliance and appropriate prioritization and execution with the Book of Work.
- Capitalize on strengths of relationships/networks to effectively work with cross functional teams.
- Ensure proper filing and status reporting of all agreements within approved company systems.
**Desired Experience**
- A Bachelor’s degree (BA or BS) and 5+ years direct contracting experience, preferably within the pharmaceutical industry; or master’s degree and 3+ years contract experience.
- At Least 5 Years of an in-depth working knowledge of site budget and contract negotiation as well an understanding of the budget and contracting and process and associated policies, procedures, business practices and systems.
- Outstanding written and verbal communication skills with a strong customer focus.
- Proficient in Microsoft Excel and Word
- Skilled in conflict resolution with the ability to resolve problems independently.
- Ability to multi-task within and across projects, prioritize and manage timelines effectively.
- Ability to sustain high levels of performance in a constantly changing environment.
- Innovative, proactive, and motivated, with a focus on continuous improvement and a strong desire to succeed.
- Ability to think strategically and implement contract simplification.
- Excellent oral and written communication skills and project management skills needed to effectively convey information.
- Demonstrates a high level of adaptability in dealing with ambiguous and complex work environment and balances multiples demands on role in a responsive and professional manner.
