**Job Summary**:
The incumbent will provide strategic management of high complexity teams through establishing project governance, strategic development planning, timeline management, stakeholder management, risk/issue management, finance and resource management, and conflict resolution. She/he is responsible for the direction of the HengRui USA/Europe PME (Project Management & Execution) under the guidance from CMO and according to the global R&D priorities and to ensure projects are delivered in compliance with all applicable requirements, on time, and on budget. This position will be part of HengRui R&D leadership team and provide PM leadership for selected portfolio and pipeline, to drive our future growth and deliver pioneering innovation to our patients.

Tasks

**Essential Job Functions**:

- Develop both short and long-term strategic plan for HengRui portfolios and ensure ongoing alignment which could prompt decisions to accelerate or discontinue work on projects per business strategy & priorities.
- Build the PM team that leads, organizes, and provides management of strategy development for the high priority & complexity projects (within the context of the Global Development Process and Functional Procedures) and establishes and maintains high performing team.
- Work with the Head of Development to organize the HengRui executive leadership team forum, including management of agenda development, documentation of meeting discussions, decisions and action items. Ensure the dissemination of aligned strategic imperatives and decisions, and the completion of agreed action items.
- Leads, develops, and manages strategy development and project management activities. Identifies gaps in CDPs that (potentially) impact program delivery and escalates appropriately to functional leadership; organize local portfolio deep dive and CDP reviews.
- Design, implement and improve the enhanced portfolio management process; manage cross functional/organizational relationships required to execute portfolio management process. Demonstrating strong influence and recognized leadership in coordination with line function heads relying upon the expert inputs from all cross-functional stakeholders
- Manages the planning and use of PM resources and works with finance, line function heads, and other relevant stakeholders to secure adequate resources and budget alignment and to ensure that the project remains within agreed budgets.
- Generates and maintains strategic integrated project plans, project timelines, high quality risk management plans (as needed), and communication plans. Generates critical path analyses and supports scenario planning. Leads issue identification, resolution & risk mitigation meetings.
- Ensure all project governance procedures are complied with.
- Maintains project status in the project management information systems.
- Maintains project status information for communication to senior management.
- Supports the team leader in the preparation of scope change proposals, project decision point proposals, and progress/issue communications for formal presentation to senior management.
