This project entitled “Digital Transformation: Facilitating the Association of Southeast Asian Nations (ASEAN)’s Inclusive and Sustainable Digital Economy” is a multi-year work programme of public-private action focused on driving the region’s digital transformation in Southeast Asia (the Project). The World Economic Forum’s Centre for Regions, Trade and Geopolitics (CRTG) will implement the project in partnership with the ASEAN Secretariat and presents an opportunity to work with all 10 ASEAN Member States to strengthen the digital economy at the national and regional levels.

The overall objectives of the project include capacity improvement of individual ASEAN Member States around ASEAN Digital Economy Framework Agreement, surveying the status and current gaps in ASEAN’s e-commerce and digital economy environment, strengthening data-driven policymaking, and facilitation of greater multistakeholder dialogue and collaboration towards advancing ASEAN’s digital trade and broader digital economy. The project is funded by the ASEAN-Korea Cooperation Fund (AKCF), established in 1990 by the government of the Republic of Korea (ROK) to further strengthen ASEAN-ROK relations.

Breakdown of Responsibilities

The Project Lead will play a key role leading the Project and forming and facilitating engagement across the Forum's communities of business executives, leading academicians from the world's top research universities, government officials, start-up community, media, civil society organizations, and social entrepreneurs focusing on ASEAN and Digital Trade. The position needs to be based in Geneva and will work closely with Forum teams in San Francisco. Detailed responsibilities include:
- Manage capacity building programs for ASEAN Digital Economy Framework Agreement through designing and organising programs with regional and international stakeholders- Build or manage outside consultant in building an online depository of Digital Economy Agreements and oversee website development and maintenance- Organise and lead steering committee/expert group meetings to achieve the deliverables of the Project- Put in place arrangements for project deliverables, including identifying appropriate external and internal stakeholders, conducting thorough research, managing project specialist, convening and commissioning work as appropriate- Report and monitor project progress, impact and evaluation- Ensure opportunities to leverage Forum networks and events for project outcomes to be fully utilised- Deliver the following outputs during the course of the Project:
- Two capacity building programmes on DEFA with relevant ASEAN Member States (AMS) and ASEAN Secretariat Representatives will be conducted in virtual or hybrid mode between 2023-2025.- An online depository that will be available 24/7 for at least three years from 2023 to 2026, containing DEAs that AMS are parties of, case studies from public and private sectors and comparisons and analysis of different DEAs

Requirements and Experience- 7-9 years of professional work experience working with public and private sectors on trade and digital economy issues;- Experience in website design a strong plus;- Experience in ASEAN region with in-depth understanding of the ASEAN Secretariat and the regional context - geopolitical and business- Master’s degree or equivalent in International Trade, International Relations, Economics, Finance, Political Science, Public Policy, or Business Administration- Demonstrated ability to work across different cultures and sectors as a part of community management- Strong track record in project management, monitoring and evaluation and/or data analysis reporting preferred- Background in knowledge management, capacity building, communications would be a valued asset- Excellent verbal and written communication skills in English; knowledge of other languages in the ASEAN region would be an asset; excellent verbal and written communication skills in Korean preferred- Strong familiarity with Salesforce, MS Office Suite, and project management tools is highly preferred
