- The International Trade Centre (ITC) is the joint technical cooperation agency of the World Trade Organization (WTO) and the United Nations. ITC has a unique mandate in the United Nations system to promote increased competitiveness of small and medium-sized enterprises (SMEs) in developing, transition and least developed countries and assisting them to better use trade as a platform for growth, development and employment creation. ITC supports these countries to improve their business environment and facilitate better management of border operations, including through the implementation of the WTO Trade Facilitation Agreement. OBJECTIVE: Starting from March 2023, ITC will be implementing a four-year technical assistance project “Enhancing trade resilience and integration” in Turkmenistan, which is funded by the European Union (EU). The project aims at contributing to economic development and promotion of decent work in Turkmenistan as well as enhancing EU-Turkmenistan trade relations. This will be achieved by enhancing trade competitiveness through improved business climate. In particular, the project will assist the Government of Turkmenistan in the process of accession to the WTO and becoming a member of a multilateral trading system, as well as in initiating trade facilitation reforms, increasing the country’s investment attractiveness and creating a conducive e-commerce environment. Furthermore, the project will work with the Turkmenistan’s private sector to enhance capacities of SMEs, with particular focus on women-led SMEs, and promote their integration into the regional and global value chains. To ensure the sustainability of the intervention, ITC will strengthen local business support organizations (BSOs). Finally, the project will promote gender inclusive environment by supporting both policy makers and women entrepreneurs. The project is structured around the following Outputs: - Output 1. Enhanced capacities of policy-makers for participation in WTO accession process - Output 2. Enhanced SME integration in sustainable value chains - Output 3. Strengthened capacity of institutions to implement trade facilitation reforms - Output 4. Improved gender-responsive trade facilitation practices - Output 5. Improved ecosystem for investment facilitation and e-commerce To further customize the project’s approach to the needs of Turkmenistan, the project will have an inception phase (6-8 months). To ensure the successful implementation of Outputs 3 and 4, Trade Facilitation Lead is being recruited to provide technical and organizational support for the inception phase. DESCRIPTION OF DUTIES/RESPONSIBILITIES: Under the direct supervision of Trade Facilitation Adviser and overall guidance of Chief, Trade Facilitation and Policy for Business Section, the Consultant will perform the following tasks: 1. Pre-inception mission activities: - Conduct an initial analysis of Turkmenistan’s level of implementation of the WTO Trade Facilitation Agreement (TFA) as well as the existing barriers to accessing the Middle Corridor;
- Undertake a rapid diagnostic assessment of the existing trade dialogue platforms and potential lead institutions for the establishment of the National Trade Facilitation Committee (NTFC);
- Map existing initiatives related to trade facilitation and digital reforms of other development partners;
- In close coordination with ITC’s National Project Coordinator in Turkmenistan, conduct initial discussions with national partners involved in the implementation of trade facilitation reforms (Ministry of Trade, Customs, BRAs, private sector) to understand their views and priorities;
- Conduct a rapid research on the needs of women-led businesses in Turkmenistan;
- Conduct initial discussions with selected women-led businesses to understand the best ways to approach their training process;
- Conduct initial discussions with government agencies to understand their level of interest in the implementation of gender-sensitive and leadership programmes for women;
- Identify potential national consultants to support work on trade facilitation reforms and activities related to gender-responsive trade facilitation as well as capacity building for women traders;
- Prepare and submit to ITC an activity report covering all the pre-inception mission activities. 2. Inception
