The United Nations Office for the Coordination of Humanitarian Affairs (OCHA) is part of the United Nations Secretariat responsible for bringing together humanitarian actors to ensure a coherent response to emergencies. OCHA's mission is to mobilise and coordinate effective and principled humanitarian action in partnership with national and international actors to alleviate human suffering in disasters and emergencies, advocate the rights of people in need, promote preparedness and prevention, and facilitate sustainable solutions.

This position is located in the Strategy Planning, Programme Management, Evaluation and Change Service (SPECS) of the Office of the High Commissioner for Human Rights (OHCHR). The Programme Officer reports to the Senior Evaluation Officer under the overall guidance of the Chief of SPECS.

Within delegated authority, the Programme Officer will be responsible for the following duties:

  1. Participates in the evaluation of assigned programmes/projects; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.
  2. Performs consulting assignments, in collaboration with the client, by planning and facilitating workshops for the discussion, dissemination, and use of evaluation results, through other interactive sessions and assisting in developing the action plan the client will use to follow up and implement the evaluation recommendations.
  3. Researches, analyzes, and presents information gathered from diverse sources.
  4. Assists in policy development, including the review and analysis of issues and trends, preparation of meta-evaluations or other research activities and studies.
  5. Undertakes survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues, and prepares conclusions.
  6. Prepares various written outputs, e.g., evaluation guidance, draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
  7. Provides substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
  8. Undertakes outreach activities; conducts evaluation and Results Based Management training workshops, seminars, etc.; makes presentations on assigned topics/activities.
  9. Participates in or leads field missions, including provision of guidance to external consultants, government officials, and other parties and drafting mission summaries.
  10. Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).
  11. Performs other duties as required.

Competencies:

  1. Professionalism: Knowledge of human rights issues and ability to identify related problems in their political, ethnic, racial, gender equality, and socio-economic dimensions. Research and analytical skills, including ability to identify and participate in the resolution of human rights issues.
  2. Planning & Organizing: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required.
  3. Client Orientation: Considers all those to whom services are provided to be "clients" and seeks to see things from clients' point of view; establishes and maintains productive partnerships with clients.

Education: Advanced university degree (Master's degree or equivalent) in business administration, management, economics, or a related field. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.

Experience: A minimum of five years of progressively responsible experience in projects or programmes management, administration or related area, is required. Experience in the evaluation of projects or programmes is desirable. Experience managing a team is desirable.

Languages: English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English (both oral and written) is required. Knowledge of French is desirable.
