This position is located in the Human Resources Management Section of the Programme Support and Management Service, in the Office of the High Commissioner for Human Rights in Geneva.

The Human Resources Assistant will report to the Head of the Partnerships and Affiliated Workforce Unit and to the Chief of Human Resources.

Responsibilities

Within delegated authority, the Human Resources Assistant will be responsible for the following duties: Recruitment and placement

  • Reviews and processes job openings for interns, consultants and individual contractors.
  • Assists in the creation of job openings, shopping carts, service entry sheets and generation of purchase orders for consultants and individual contractors in Inspira and Umoja.
  • Assists in calculation and determination of fees paid to the consultants and individual contractors in line with the set UN procedures.
  • Assists in the evaluation and screening of interns for eligibility.
  • Maintains and analyses data for interns, fellows, UNVs, consultants and individual contractors.
  • Assists the field offices with consultants and individual contractors recruitment related queries and provides guidance on policies, rules and regulations and any new developments on recruitment processes.
  • Coordinates travel arrangements, visa and CDL issuance for interns, fellows, and UNVs.
  • Prepares agenda and provides relevant documentation required for recruitment related meetings.
  • Advises client on policy related matters.
  • Advises staff on visa matters. Administration of entitlements
  • Reviews and processes requests for entitlements and claims.
  • Maintains Umoja ERP entitlements reference tables.
  • Assists in the review and processing of data pertaining to conditions of service. Staff development and career support training
  • Assists in the organization and conduct of training courses and workshops.
  • Provides logistics and administrative support to trainers. General
  • Provides general office support services; drafts and/or processes a variety of correspondence and other communications.
  • Sets up and maintains reference files/records (electronic and paper).
  • Schedules appointments/meetings, monitors deadlines, etc.
  • Undertakes research on a range of HR related issues and assists in the preparation of notes/reports.
  • Maintains automated database containing HR related statistics and prepares periodic reports.
  • Assists in the preparation of necessary documentation for distribution to various offices, departments and overseas offices.
  • Performs a variety of administrative duties (e.g. leave recording, request for office supplies and equipment, etc.).
  • May provide guidance/training to less experienced staff.
  • Performs other duties as required.

Work Experience

A minimum of five (5) years of experience in human resources management, administrative services or related area is required. Experience working with an Enterprise Resource Planning (ERP) system such as Umoja is desirable. A minimum of three years of experience within the United Nations common system or similar international organization is desirable. Experience working with data analysis is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English is required. Knowledge of French is desirable.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice

THIS POSITION IS TEMPORARILY AVAILABLE FOR THREE (3) MONTHS.

  • This position is subject to local recruitment pursuant to staff rule 4.4 of the United Nations Staff Rules.   • Subject to the funding source of the position, the eligibility for this temporary job opening may be limited to candidates based at the duty station.
  • This temporary job opening may be limited to "internal candidates," who have been recruited through a competitive examination administered according to staff rule 4.16 or staff selection process including the review of a central review body established according to staff rule 4.15.
  • Staff members of the United Nations common system organizations who will reach the mandatory age of separation or retirement within the duration of the current temporary need period are not eligible to apply.
