The Lead, Health Equity, leads on implementation of the global Fund's vision and strategic commitments on health equity, collaborating across the Secretariat and with external partners.


They provide the Community, Rights and Gender (CRG) department with expertise in the area of health equity, keeping staff up to date on the best program practices, tools, innovative models and opportunities for technical assistance; support integration of health equity in the development and reprogramming of HIV, TB, malaria and RSSH grants through supporting the CRG Focal Points and other stakeholders; and liaising closely with key partners to maximize the Global Fund's contribution to HIV, TB and malaria responses and to building resilient and sustainable systems for health.


They support the Technical Advisors, CRG Regional Investment Support and the other thematic technical leads in the department with in-depth expertise on health equity.

Key Responsibilities

Performs the following duties under the prioritization, supervision, and direction of the Thematic Cluster Manager, Human Rights, Gender, and Health Equity:

  • Technical leadership: Leads on implementing the Global Fund's vision and strategic commitments on health equity. They provide specific technical guidance within the CRG department on health equity, working with the other technical thematic leads within and across the department's thematic clusters;
  • Oversees the implementation, monitoring, evaluation of health equity components in relation to the Global Fund Strategy.
  • Works closely with internal and external stakeholders to promote health equity in making responses to the diseases, including systems investments, more effective, through implementation and advocacy and accountability roles;
  • Works closely with Technical Advice and Partnerships (TAP) team to articulate, promote and integrate into programs, the Global Fund's vision of health equity.
  • Investment support: Informed by normative guidance, implementation tools, and expert advice from civil society, communityled and based organizations, works closely with and through Technical Advisors, CRG Regional Investment Support, to provide strategic thinking and expert analysis and advice on health equity and supports integration of community systems and responses in the development and reprogramming of HIV, TB, malaria and RSSH grants for maximum impact and optimal alignment of Global Fund financedprograms with the organization's strategic objectives.
  • Reporting: Leads on timely, accurate and concise reporting for monitoring evaluation and learning including relevant KPIs.
  • Partnerships: Serve as CRG department's liaison on health equity with external partners working closely with other technical teams to ensure alignment; Strengthens and contributes to technical relationships on health equity with external partners at the global and regional level to ensure the prompt interpretation of new knowledge and best practice as relevant to Global Fund grants.
  • Capacity building: Contributes to the development, evaluation and continual refinement of capacity building tools and trainings for Global Fund staff, consultants, and incountry partners on health equity; Oversees the development and piloting of innovative models for promoting health equity in monitoring and quality improvement at the implementation level; Leads Secretariat work to develop tools for assessing /quantifying progress in reducing health inequities.
  • Coordination: Informs normative guidance and implementation tools, coordinate expert advice from civil society and community organizations, including key and vulnerable population networks, and bilateral and multilateral partners
  • Communications: Contributes to the development of Board reports, briefs, publications, press releases and other information.
  • Performs other duties consistent with the role and grade as required as assigned by the Department Head.

Qualifications:

Essential:

  • A university degree related to public health, international development, social sciences or health sciences.

Desirable:

  • Further related qualifications in health equity, community responses, key populations, human rights, and/or gender.
Experience

Essential:

  • 46 years of experience in public health or international development;
  • Experience at a technical and advisory level in CRG related programs.
  • Experience in the area of health equity particularly within the fields of HIV, TB and/or malaria;
  • Experience of working in resource poor settings on programming related to human rights, key populations and/or HIV, TB or malaria;
  • Networks and collaborative relationships in human rights, health and development with global and country partners;
  • Strong expertise in project management;
  • Demonstrated trackrecord in advocating for policy changes;
