Program Officer, C19RM and PPR, Technical Advice and Partnerships Department

As part of the TAP C19RM coordination team, the Program Officer works closely with the Senior Advisor, Head of TAP, other TAP C19RM technical staff, including from Disease teams (TB, HIV/AIDS, Malaria), Resilient and Sustainable Systems for Health (RSSH), MECA, the TAP coordination office, and relevant teams across the Secretariat. S/he also serves as a Partner focal point to advance coordination and follow up on TAP C19RM and PPR initiatives as well as generating inputs and synergies with Global Fund and partner initiatives and workstreams relevant to TAP’s C19RM and PPR mandate, as needed.
Key Responsibilities
The Program Officer provides strategic and day-to-day support and advice to the Senior Advisor through the organization of priorities, including:
Coordinating inputs across the Department in response to Head of TAP, other senior management or external requests or queries, and ensuring coherence and timely follow-up, including by organizing dialogue sessions and drafting and managing communications on behalf of the Senior Advisor.
Delivering effective briefings on Department C19RM and PPR priorities, workplans and workstreams for and from the Senior Advisor and Head of TAP, as well as, on request, C19RM leads of the TAP teams and Global Fund technical and senior management staff, including MEC and Executive Director.
Drafting and/or ensuring the timely delivery of briefings, talking points, presentations, speeches, and other materials required for the Senior Advisor’s and Head of TAP’s various internal and external engagements, or coordinates drafting, and quality assures these materials where several parties are contributing.
Identifying and analysing key strategic and operational issues for the Department related to C19RM and PPR, advising and supporting the decision-making process as appropriate.
Building and maintaining good relationships with internal and external stakeholders including multilateral and bilateral organizations, civil society and private sector that are handled directly by the TAP C19RM team and/or Coordination Office.
The Officer supports and advises on the Department Head’s and Senior Advisor’s engagement with key external Stakeholders, the Global Fund Governance bodies (Board, Strategy Committee, etc.), Global Fund supporting bodies (Technical Evaluation Reference Group (TERG), etc.) and internal committees (Management Executive Committee, Policy Committee, Steering Committee for Domestic and Innovative Financing, etc.), including:
Coordinating inputs for the development of Global Fund policies and processes.
Advising and assisting in preparations for Board and the relevant Committee’s discussions, as needed.
Participating/ coordinating internal discussions/ working groups and/or prepares the Head’s engagement in such fora.
The Program Officer advises and supports the Senior Advisor, Head of TAP, and the Disease, RSSH and MECA teams on Department C19RM and PPR management, Quality Efficiency work, communications and corporate reporting, as well as promoting collaboration within the teams, including:
Advising and coordinating with TAP Coordination team and Management teams and Department C19RM and PPR Focal Points on matters related to the development and management of the Department Budget, Workplan, KPI reporting, Risk Register and human resource planning in collaboration with Finance, Risk, Strategy & Policy Hub and Human Resources Divisions;
Under-taking quantitative and qualitative analyses of data and information and transformation into information and communication products.
Pro-actively facilitating C19RM and PPR-related information flow within the Department on management matters and flag options for addressing bottlenecks as they arise;
Coordinate the Program Quality and Efficiency work across internal C19RM and PPR teams such as TAP, Grant Management Division (GMD), private sector, Supply Operations, and external partners;
Coordinate inputs and reporting on the TAP C19RM and PPR-related processes within the Global Fund’s Performance and Accountability framework (PAF), including identifying opportunities to simplify and improve the productivity of TAP contributions in the PAF;
Work with partners and internal teams to support the development of additional program quality and efficiency tools specifically focused on additional areas of HIV, TB, Malaria and health systems related to C19RM and PPR;
Supporting other TAP C19RM and PPR projects, as needed.

Qualifications
Essential:
Advanced university degree in public health, disease epidemiology/statistics/demography, business/public administration, health policy, social sciences or a related field or equivalent professional training or study/work experience
Experience
Essential:
Minimum 7 years’ work experience, with at least 5 years’ experience in international development and/or public health.
Several years of previous experience in project coordination in a multi-stakeholder setting
Desirable:
Work experience in a developing country environment;
Project management experience
Experience with Global Fund policies and processes

An excellent knowledge of English and preferably a good working knowledge of French. Knowledge of other languages would be an asset
