HSE manager

Responsibilities:
- Define requirements, skills, and responsibilities.
- Prepare and update the Health and Safety Plan (HSP).
- Collaborate with the technical team to integrate safety into operational planning.
- Draft and manage the risk assessment tool.
- Verify the compliance of HS documentation for all subcontractors.
- Coordinate with the site administration for the management and control of all permits.
- Manage communications and notifications to external bodies, when required.
- Conduct mandatory safety inductions in collaboration with the HS Supervisor and maintain the signature register.
- Manage and coordinate weekly toolbox meetings or according to a set schedule.
- Promote a safety culture among workers, including multilingual individuals.
- Carry out site inspections to verify compliance with safety measures.
- Report non-conformities and propose immediate solutions.
- Verify the correct use of PPE and collective protection measures.
- Monitor safety during critical construction phases.
- Maintain and update the site Emergency Plan.
- Coordinate drills and verify fire-fighting equipment.
- Manage any incidents or near misses with analysis and corrective actions.
- Prepare periodic HS reports (daily, weekly, or monthly).
- Participate in HS meetings with the client and provide support during external audits.
- Ensure that the general contractor's practices align with the international client's standards (e.g., ISO, HS KPIs).
Requirements:
- Proven experience in the construction sector.
- Proven leadership skills.
- Knowledge of English and French.
- Excellent communication skills, both verbal and written.
- Strong presentation skills for the development and delivery of training courses aimed at improving knowledge, skills, and behaviors at various levels of the organization.
- Previous safety experience in some of the following areas: development of safety programs, fire prevention, hazardous materials, qualitative and quantitative risk analysis, process safety management, process hazard analysis, incident investigations, 1 and the development and implementation of safe operating procedures and processes.
