1. Background

The World Intellectual Property Organization (WIPO) is transforming its administrative and support operations through Oracle Cloud Applications, as part of the AIMS Transformation Project.

WIPO's Administrative Integrated Management System (AIMS), built on Oracle PeopleSoft in the early 2000s, has long supported administrative, financial, and HR processes. To meet evolving needs, the system is being modernized for greater efficiency, transparency, and scalability.

The AIMS Transformation Project is a business-driven initiative aimed at delivering a cloud-first, streamlined, and scalable ERP environment that enhances operational efficiency, data transparency, and service delivery across WIPO.

The World Intellectual Property Organization (WIPO) is undertaking a transformative journey to modernize its administrative and support operations through the deployment of Oracle Fusion Applications, as part of the Administrative Integrated Management System (AIMS) Transformation Project.

AIMS was launched in the early 2000s using Oracle PeopleSoft application and has been the backbone of WIPO's administrative, financial, and human resources processes for over two decades. In response to evolving operational needs and technological advancements, WIPO is now shifting to a more efficient, transparent, and scalable ERP environment.

The AIMS Transformation Project is a business-led initiative designed to deliver a cloud-first solution that drives streamlined processes, enhances data visibility, and improves service delivery across the Organization.

The AIMS transformation project is led by WIPO's Enterprise Solution Division (ESD), working closely with the implementation partner, Oracle Consulting. To support implementation and stabilization of Oracle Fusion HCM modules, ESD is seeking a Consultant with senior functional expertise to deliver specific outputs during the implementation, post-go-live support of Oracle Fusion HCM modules and ensuring the delivery of high-quality, scalable, and future-ready solution.

2. Objective of the assignment

The objective of this consultancy is to provide specialized functional expertise to ensure the successful delivery and stabilization of Oracle Fusion Human Capital Management (HCM) modules within WIPO's ERP Transformation initiative. The consultant will deliver defined outputs related to functional guidance, aligning solution design with business requirements, and supporting seamless implementation across all phases of the project. The consultant will work in close collaboration with internal technical teams, business stakeholders, and WIPO's implementation partner to deliver a fit-for-purpose, scalable solution that drives operational excellence and long-term value.

3. Tasks/Responsibilities

The Consultant shall perform the following outputs on a results-based and time-bound basis:

• Provide HCM expert functional guidance within the AIMS transformation project.

• Collaborate with HR, Payroll, Budget and other business units to analyze and validate existing HR business processes and functional requirements.

• Identify opportunities to streamline business processes and maximize the use of standard Oracle Fusion HCM functionalities.

• HCM Solution design validation and configuration oversight, ensuring they meet defined business needs, prioritizing standard functionality over legacy customizations.

• Prepare functional design documents for reports, integrations, and PaaS extensions.

• Develop and execute test scripts, contribute to functional testing activities, including system integration and User Acceptance Testing. Analyze and troubleshoot identified defects, collaborate with technical team to resolve functional issues.

• Assist with Data Migration activities, provide functional expertise in data mapping, cleansing, validation, and issue resolution during migration phases.

• Support go-live readiness and post-deployment stabilization efforts by resolving functional issues, handling change requests and advising on upgrades.

• Provide guidance and mentorship to internal team members on Fusion HCM functionality and best practices.

4. Deliverables/services

The Consultant shall deliver the following outputs in collaboration with the project and implementation team to achieve the following deliverables:

• Functional Design Oversight: Review, refine, and update functional design specifications across multiple HCM modules to align with evolving business requirements.

• Configuration Governance: Manage and maintain configuration workbooks to ensure consistency, accuracy, and traceability throughout the implementation lifecycle.

• Solution Documentation: Develop comprehensive functional design documents for reports, interfaces, and PaaS (Platform as a Service) extensions to support technical development and integration activities.

• Testing & Training Support: Contribute to the preparation of testing scripts and training materials to support system validation and user enablement.

• Business Process Mapping: Create and maintain business process documentation to support process standardization and future operational alignment.

• Data Conversion Validation: Prepare data conversion validation documentation to support migration accuracy and ensure integrity during legacy-to-Oracle transitions.

3. Reporting

The Consultant shall report to the HCM Team Lead.

4. Profile (e.g. area of specialization/expertise, specific knowledge/skills/experience)

Education and Certification

Required:

• University degree in human resources, business administration, information technology, computer science or a related field.

Desirable:

• Oracle Fusion HCM related certification(s)

• Prince 2 or ITIL certification

• PeopleSoft certification(s).

Skills Set:

Required:

• Strong functional knowledge including the following Oracle Fusion HCM modules:

• Core HR, Workforce Lifecycle Management, Compensation (ICP), Goal & Performance, Benefits, Security

• Designing PaaS extensions.

• Experience with HCM Extracts, HDL Loader, Workflow, Personalization, integration patterns relevant to Oracle Fusion, etc.

• Experience with Oracle Business reporting capabilities.

• Excellent communication and interpersonal skills.

• Strong analytical and problem-solving abilities

• Ability to manage multiple priorities in a high-pressure environment.

• Team player with a collaborative mindset

Desirable:

• Functional knowledge of the following modules: Absence management, Payroll.

Experience:

Required:

• Minimum 6 years of professional experience in ERP systems within HCM domain.

• At least 3 years of hands-on experience implementing or supporting Oracle Fusion HCM modules.

• Has implemented at least one end to end Fusion HCM implementation OR supporting and managing quarterly upgrade cycles.

• Experience working with multiple Fusion HCM modules including Core HR, Workforce Lifecycle Management, Compensation (ICP), Goal & Performance, Benefits, Security.

• Strong background in facilitating requirement gathering workshops and solution design sessions with business stakeholders.

• Experience in post-implementation support and continuous improvement initiatives.

• Experience working on data migration activities, such as mapping, cleansing, validation, and troubleshooting.

Desirable:

• Prior experience working with United Nations organizations or international organizations.

• Hands-on functional experience in cloud migration projects from Oracle PeopleSoft to Oracle Fusion HCM.

• Knowledge of Oracle implementation methodologies (e.g., Oracle Unified Method)

5. Duration of contract and payment

The Contract will run for 12 months (starting on 2nd Jan, 2026 or immediately thereafter), with the possibility of extension based on performance, organizational needs, and budget availability, up to a maximum cumulative duration of 24 months at a 100% activity rate.

Applicants are requested to provide an indication of their remuneration expectations of a daily rate in Swiss francs.

Payment will be made on a monthly basis, subject to submission of invoices by the Consultant, satisfactory completion of services and deliverables.

6. Other information

ICS Consultant fall outside the coverage of employment contracts for WIPO Staff members and are not subject to the WIPO Staff Regulations and Rules. The Consultant has no entitlement to vacation or sick leave, except for WIPO official holidays, or to medical insurance or staff pension. Absences from work will be deducted from the Consultant's payment on a pro-rated basis.
