Purpose

Working within the CTA Bureau seated in ICRC HQ Geneva, THE Caseworker/Forensic 1 assists in the processing and managing of cases and caseloads linked to the missing, separated, dead as well as sites with human remains in view of providing a response to families and ensuring the dignified management of the dead in relation with the on going conflict between the Ukraine and Russian Federation. S/he is also in charge of managing any Caseworker/Forensic if applicable.

Accountabilities & Functional responsibilities

Under the technical supervision of the Forensic manager and in coordination with relevant teams, the Caseworker Forensic:
Contributes to activities related to information and case management of cases within the scope and framework of the CTA Bureau and in line with guidelines and working procedures set by the section/CTA Bureau.
Collects and processes information related to individuals /separated, missing or dead (identified & unidentified), and events pertaining death/disappearance/movement of separated/missing & dead.
Evaluates, preserves, verifies when possible and analyses information related to individuals /separated, missing or dead (identified & unidentified), and events pertaining death/disappearance/movement of separated/missing & dead.
Applies developed forms/procedures for collection of information from open sources to ensure proper data processing and management in accordance with available tools (i.e. PROT6, CoH Monitoring Tool, Media HUB, etc).
Provides interpretation of Accounts of Death/Burial, reports of potential sites with human remains, other reports of handover/management of the dead.
Prepares reports on findings and proposes follow up actions as part of the case management and coordinates with teams outside the CTA Bureau when required.
Ensures all individual cases are duly processed and followed up, including decisions on information that should be provided to the authorities, families, other section team members and other ICRC delegations.
Contributes to drafting workflows, guidelines and standard operating procedures for the proper collection, preservation, revision, evaluation and analysis of a wide scope of information received from FLN, relevant authorities, international organizations and public sources.
- Regularly communicate and coordinate with relevant teams in CTA BUREAU and other metiers for internal procedures for relevant internal tools for data management (ie PROT6, CoH Monitoring Tool, Media HUB, etc) as well as other relevant external tools
Interpret key trends/priorities for feedback into the ICRC’s on-going response to the current conflict (ie. IHL violations, mismanagement of the dead, etc)
Ensures accurate paper filing and guarantees data protection and data security of individual data by ensuring all data is managed confidentially and in compliance with Data Protection rules
Drafts representations, interventions, and notifications to the authorities and contributes to the preparation, reporting and follow up of internal and external meetings and reports
Coaches, trains, provides technical guidance and supports to the National Society and other staff in issues of his/her expertise when required.
Assists in institutional exercises related to planning, budgeting, and monitoring programmes, as well as drafting strategy for the section or the overall functioning of the CTA Bureau.
Fosters a conducive environment (multidisciplinary approach, good team dynamic) among team members.
Liaises with other teams in the different sections, exchanging and coordinating information

Certifications / Education required
University degree or equivalent
Excellent command of English and of the Section’s language
Computer proficiency
Professional Experience required
Graduate degree in Forensic Sciences, Data Analytical Sciences, Criminology, Information Analysis, Intelligence Analysis or other relevant university studies (criminal law, IHL/IHRL, social sciences or equivalent law enforcement attested education)
At least 3-4 years' experience in forensic case management, casework investigation and / or forensic practice applied to humanitarian or human rights investigations, in particular in the field of search for and identification of missing persons.
Ability to undertake responsibilities under supervision but with considerable degree of autonomy;
Experience in training is an asset.
Contribution to scientific publications on forensic and criminalistic practice, especially in the field of humanitarian and human rights investigations, a strong asset.
Fluency in English language is required. Fluency in Russian language (For the Russia
