What we do

The International Committee of the Red Cross (ICRC) works worldwide to provide humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and at the same time promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.

Purpose

ICRC has the ambition to build effective and efficient delivery systems through a Global Shared Service (GSS) model to enable the delivery of its strategy focused on beneficiaries and partners.

Since 1993, ICRC has offshored activities from the its Headquarters, first to the Philippines and later expanded service activities across the world. In 2016, the activities were regrouped under the Corporate Service Network (CSN) umbrella.

Today, the CSN is spread across more than 20 delegations. It has developed different types of activities under different delivery models each with a different maturity level. The ICRC now has the ambition to build a more integrated structure consolidated in a Global Shared Service eco-system to improve the quality of the services, expand the scope and leverage the scale effect through increased automation.

In 2020, the ICRC launched a program which aims to build the Global Shared Service (GSS) eco-system by leveraging the CSN and similar shared services that already exist in the organization.

**The purpose of the Global Shared Services Program**:
Build and implement the future operating model and governance
Define the guidance and fundamental operational elements of the service delivery models
Propose a location strategy and build regional hubs
Define the HR strategy for all staff impacted and ensure a relevant HR process is set-up to develop the GSS
Revise the financial model to reinforce the accountabilities of the different parties
Support all pilots for current activities of the CSN (or similar shared activities) or the potential activities to build the designed delivery model

Under the supervision of the Head of GSS Program and in close collaboration with peer Project Managers, you will be part of a program team, leading on a specific workstream and contributing to achieving overall program results.

Accountabilities & Functional responsibilities

Contribute to Technology and Data Transformation engagements, leveraging Global Shared Services best-practice and solutions
Work closely with the functional leads and technical teams to identify and co-design service lines supporting digitalisation within Global Shared Service ecosystem
Lead Global Shared Services pilots for certain service lines from assessment, design, planning and implementation
Support HQ and field deployments, testing, feedback and lessons learnt in coordination with the delegations, HQ and Shared Services
Builds, designs and implements the scope of work, with clearly defined expected benefits, deliverables, indicators of success, change management, work plans and associated budgeted costs
Develop a detailed roadmap to track progress related to a specific workstream
Ensure that the objectives are met, perform budget preparation & manpower planning
Manages interdependencies within the project and with other organization-wide initiatives
Build relationships with key stakeholders, coordinate internal resources or consultant for the flawless execution of the project
Comply with the project management framework of the ICRC

Availability to travel to countries where the ICRC operates to gain understanding of the operational reality, as well as to engage with end-users in the field and staff in Shared service Centers
Relationships

Consults, interacts and co-builds project with a variety of key stakeholders within project remit, ie. experts and managers of various ICRC departments/units and project managers of associated projects (Field, SSC and HQ)
Engages with ICRC staff in both field, SSC and HQ on the deliverables, including organization of project workshops
Professional Experience required

Certification in Project Management
Strong experience in designing and implementing Shared Services (mandatory)
Experience in IT Service Management frameworks (such as ITIL, COBIT)
At least 5 to 8 years of professional experience managing comple
