What we do

The International Committee of the Red Cross (ICRC) works worldwide to provide humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and, at the same time, promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.

Purpose of the position

The Department of Support & Digital transformation leads the development and optimization of a coherent, user-centric, effective and efficient system of capabilities (Finance, Logistics, Technology and Global Shared Services), enabling the delivery of outcomes for affected people whilst ensuring business continuity. It steers and provides budgetary, financial and accounting processes. It drives the ICRC's digital transformation, building our digital response, services and engagement with affected people and their communities.

The Operating Manager (OM) is in charge of the department's functioning, working closely with the director, heads of divisions, units and centres of expertise in the department. They are the point of contact for functional partners - Finance, People & Culture, Internal Communication, Technology & Information, Enterprise Project Management Office (EPMO), etc. and represent the department in front of the institutional bodies.

The scope of responsibilities of the OM includes the comprehensive overview of the department's financials, systems, governance, annual planning, portfolio management, change management, diversity & inclusion, wellness & workplace, communication and the implementation of institutional initiatives.

Core duties and responsibilities (1/2)

Oversee the Planning and Monitoring for Results (PfR) process, developing and implementing the department's objectives and corresponding budgets, and defining, monitoring and reporting on the key performance indicators at the departmental/division level, in close partnership with the leadership team.
Oversee the articulation, planning, sequencing and closure of the programme portfolio. Support the Director or Head of Division in identifying the department's/division’s top priorities and collaborate closely with institutional bodies or boards overseeing project delivery (Project Management Office, Tech & Data Board, etc.).
Ensure the monitoring, control and reporting on all department/division projects, with communication and change-management frameworks in place to ensure effective adoption. Manage interdependencies between projects, raising issues and risks to the leadership team, with mitigation actions defined and undertaken as needed.
Implement and strengthen compliance and risk-management practices across the department, ensuring effective risk identification and the definition & implementation of mitigation measures. Supervise and support close critical findings from audits, governance and compliance recommendations.
Monitor and coordinate responses to internal and external audit requests and ensure appropriate follow-up to ensure timely and effective resolution of audit findings and compliance recommendations.
Look after the department/division's organization design (OD). They are a focal point for all people matters, job-grading, workspace needs and OD re-design. Manage the allocation of office space in line with the Finance and Administration guidelines and act as the key focal point for workspace needs.
Core duties and responsibilities (2/2)

Collaborate across the institution with specialized teams, ensuring efficient support to managers and team members and overall department management (PfR and budget control, systems, data processes, department portfolio, change and communication, etc.
Create, build and lead a team of 5-7 people, and collaborate across the institution to ensure efficient support to managers, team members, and overall department management.
Be the department representative within the Platform for Organization and Management (POM). The POM tackles issues related to ICRC's internal functioning. It is vital in ensuring coherence and efficiency in issue identification, decision-making and follow-up across departments.
Scope & Impact

The Operating Manager report to the Director of Support and Digital Transformation (SDT).
They have a high operational impact within the department - the first year will be about building foundations, and the second year will be about driving innovation, automation and simplification.
