**_ Context:_**

The Migrants in Countries in Crisis (MICIC) Guidelines have been a vital tool to help member
interventions to save migrants’ lives when crisis or disaster strike. Since the publication of the
stakeholders have been utilizing the MICIC guidelines to create more positive outcomes for
migrants during emergency or crisis situations.

Under the direct supervision of the Chief, Preparedness and Climate Change Adaptation
(PCCA) Division and overall supervision of the Director of the Department of Humanitarian
Response and Recovery (DHRR), the Programme Coordinator (Migrants in Countries in Crisis)
will coordinate the overall management of the MICIC portfolio. This includes engaging with IOM
Member States to strengthen their commitment to the MICIC guidelines and implementation,
overseeing the update and dissemination of the MICIC Guidelines, and other stakeholders, and

ensuring the tools and training are utilized effectively for crisis preparedness, response, and
recovery.

The Programme Coordinator (Migrants in Countries in Crisis) will coordinate global advocacy
and fundraising efforts with key stakeholders in coordination with relevant departments to
increase the commitment and implementation of the MICIC Guidelines, coordinate the
development of specialized tools, including the updating of the Guidelines, ensure the portfolios
cohesion with global frameworks such as the Global Compact for Migration (GCM) and IOM’s
Strategic Plan, ensure the portfolio is well-utilized in IOM country and regional offices and
integrates with other major initiatives, projects and portfolios.

**_ Core Functions / Responsibilities:_**

1. Reinforce and support IOM’s institutional engagement on MICIC across the Organization,
including IOM’s leadership support for and engagement on MICIC both internally and externally.

2. Oversee the comprehensive revision, and update of the MICIC Guidelines, ensuring their
relevance to modern crisis scenarios and alignment with global frameworks such as the GCM
and the SDGs, and dissemination with key stakeholders.

3. Lead the engagement and advocacy efforts with IOM Member States, UN agencies, civil
society, and other stakeholders, including in global and regional multilateral policy processes to
strengthen support for MICIC including the protection of migrants in the context of crises, and
ensure broad adoption and utilization of the revised MICIC Guidelines and related tools.

4. Coordinate the development of specialized operational tools and oversee the global MICIC

5. Provide leadership in the design and revision of MICIC-related capacity-building initiatives,
ensuring the materials are coherent with global frameworks and reflective of any updates to the
MICIC guidelines and integrate MICIC elements in other relevant IOM multi-thematic trainings
and simulation exercises.

6. Ensure the mainstreaming of the MICIC Guidelines across IOM’s crisis preparedness,
response, and recovery programming, working closely with IOM country and regional offices.

7. Monitor and evaluate the implementation of the MICIC Guidelines and tools, collecting
feedback, case studies, and lessons learned to inform future improvements and updates.

8. Engage with donors and support resource mobilization efforts, preparing funding proposals
and donor reports to secure the necessary resources for the MICIC portfolio, explore avenues
for funding through migration-related funds, and ensuring thorough reporting to donors.

9. Promote the visibility of MICIC internally and externally through regular updates on activities
and achievements, ensuring that the guidelines and tools are widely disseminated and
incorporated into relevant policy frameworks.
