Purpose of Activity/Assignment

UNICEF Regional Office for Europe and Central Asia (ECARO) is looking for a consultant to undertake the analysis of an end-to-end evaluation of a Facebook ad campaign on immunization to measure its effect on knowledge, attitudes and behaviors of parents with children between 0-3 years of age. The evaluation consisted of a randomized control trial (RCT) where the treatment is an immunization campaign. The RCT was implemented in Kyrgystan with over 3000 participants.

The primary outcome of interest will be self-reported intention to vaccinate (i.e. “do you intend to immunize your child?”). The secondary outcome of interest will be an index of attitudes towards routine immunization, covering safety and importance.

All outcomes were measured via a post-treatment online survey delivered as a chatbot via Facebook Messenger. Treatment was administered via remarketing on Facebook.

Scope of Work

The consultant will organize the raw data from the evaluation, produce a replicable syntax to analyse it, and write a short report (max 10 pages) with the main findings of the evaluation. The analysis will consider a balance check between random and control groups, a power analysis, and average treatment effect (ATE) estimates. The ATE tests will be adjusted depending on the outcome variable (tests for proportions).

As preparation for the analysis, the consultant will become familiar with the evaluation design and implementation. In addition, the consultant, in consultation with members of UNICEF’s SBC and Evaluations teams, will define how to aggregate different endline variables to create an outcome index.

Methodology

The consultant will rely on desk review and approaches to understand the evaluation design. The analysis will rely common statistical methods (difference in means, regressions).

Evaluation question

The analysis will build towards answering one single evaluation question:
Are immunization campaigns effective at improving immunization attitudes and intentions?

Consultant's Work Place and Official Travel

The Consultant will be home-based with no travels foreseen.

Estimated Cost of the Consultancy & Payment Schedule

Payment will be made on submission of an invoice and satisfactory completion of the above-mentioned deliverables.UNICEF reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if work/outputs are incomplete, not delivered or for failure to meet deadlines. All materials developed will remain the copyright of UNICEF and UNICEF will be free to adapt and modify them in the future.

To qualify as an advocate for every child you will have…

- Master’s degree in economics, statistics, computer science, data science, evaluation, political science, public policy, epidemiology, business, and other relevant areas.
- Master’s degree can be replaced with 2 years of additional relevant experience.
- At least 2 years of experience in data analysis
- Experience in the design or analysis of experimental or quasi-experimental evaluations (can include normal causal inference research)
- Knowledge of R, Stata, SPSS, or other statistical software
- Experience in data wrangling
- Knowledge in analysis of public health policy would be an asset
- Fluency in English is required.
- Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
