Result of Service
- Organising at least one (annual) EU4Environment NIC meeting and providing summaries within two weeks of the meeting date;
- Preparing presentations (as short written notes or Power Point presentations) about national work plans and progress of the Regional Assembly meetings and other relevant events;
- Submission to the UN Environment of short quarterly “flash” reports (2 pages) and narrative reports (3 pages) on activities in the country, including political updates;
- Liaison between the national focal points and EU4Environment partner agencies for the EU4Enviornment project implementation in the Republic of Moldova;
- Implementation of EU4Environment national work plan for the Republic of Moldova monitored;
- Relevant partners and synergies with other programmes/projects identified;
- Operational support provided to the EU4Environment National Implementation Committee (NIC)/the Inter-ministerial Working Group on the promotion of Sustainable Development and Green Economy (WG) including assisting in organising regular meetings of NIC/WG; and
- Updated country information provided to EU4Environment implementation partners.

**Responsibilities**:
The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action.

This assignment is part of the EU-funded "EU4Environment" Action aiming to help the six Eastern Partnership (EaP) countries (Armenia, Azerbaijan, Belarus, Georgia, Republic of Moldova, Ukraine) preserve their natural capital and increase people's environmental wellbeing, by supporting environment-related action, demonstrating and unlocking opportunities for greener growth, and setting mechanisms to better manage environmental risks and impacts.

The EU4Environment's Description of the Action envisages engaging a National Action Coordinator in each of the EaP countries to facilitate the "EU4Environment" implementation throughout the project duration. To this end, a consultant is required to assist the implementation of EU4Environment Action in the Republic of Moldova. The overall task of the Consultant hired under this contract will be to act as a National Action Co-ordinator of the EU4Environment Action and to provide overall support to its implementation. The consultant will also be tasked with providing specific support to the implementation of Results 1 (Greener decision-making, excluding activity 1.3 ), 2 (Circular Economy), Result 3 (An environmental level playing field) and 5 (Monitoring progress at environment economy nexus) of EU4Environment. The consultant will work home-based under the guidance and oversight of UNEP’s Regional Office for Europe in Geneva. The consultant will also work in close collaboration with EU4Environment national focal points and national consultants.

Specific tasks and responsibilities

The consultant will assist the EU4Environment national focal points of the Republic Moldova for the implementation of EU4Environment project especially national work plans.

More specifically, regarding overall Action support, the tasks of the consultant include:

- Ensure day-to-day coordination of national activities envisaged under the EU4Environment Action through regular interactions with the country National Focal Points and relevant officials in the national administration, Technical Topic Managers (where they operate in connection with activities of the Implementing Partners), experts involved in implementation of specific activities, and other stakeholders as appropriate (private sector, civil society, scientific community);
- Provide operational support to the EU4Environment National Implementation Committee (NIC), including assisting in organising regular meetings of NIC and liaising with other stakeholders identified in consultation with the Implementing Partners;
- Comment on relevant project/substantive documents prepared under the Action Results;
- Communicate the interim and final outputs and policy messages to the national authorities, consolidate the feedback received and assist in addressing/implementing it;
- Inform in a timely manner the Implementing Partners on changes in the country which may affect the Action implementation (new legislation, institutional changes, political, economic, social and environmental context);
- Perform regular screening for upcoming in-country donor projects that may be relevant to EU4Environment and inform the Implementing Partners to ensure synergie
