ORGANIZATIONAL UNIT
The Telecommunication Development Bureau (BDT) is responsible for the organization and coordination of the work of the Telecommunication Development Sector (ITU-D) of the Union which deals mainly with ICT-focused development policies, strategies and programmes, as well as technical cooperation activities, to promote digital inclusion and drive digital transformation at community, country and regional levels. To effectively and efficiently serve the needs of ITU members, BDT is organized into four functional areas:
- Office of the Deputy to the Director and Field Operations Coordination Department
- Partnerships for Digital Development Department
- Digital Networks & Society Department
- Digital Knowledge Hub Department
The office of the Deputy to the Director and Field Operations Coordination Department is responsible for advising and supporting the Director on the direction and management of the Bureau. It is also responsible for leading all matters related to personnel, strategic, financial and operational planning and reporting processes. The department oversees the work of the Regional Offices, ensuring proper delegation of authority and accountability of the Regional Offices. This department coordinates the holding of BDT conferences and events, monitors the implementation of decisions emanating from the World Telecommunication Development Conference (WTDC), the Telecommunication Development Advisory Group (TDAG) or Council, and cooperates closely with the other Sectors of the Union and the General Secretariat on matters of relevance to BDT and the overall work of the Union. BDT Regional Directors report to this department.
**BACKGROUND INFORMATION**:
E-waste constitutes one of the fastest growing waste streams globally. In 2022, it was estimated that around 5.3 billion people were connected to the Internet and the number of mobile phone subscriptions is currently greater than the human population. Annually, an estimated 53.6 million metric tonnes of e-waste are generated containing USD 57 billion worth of precious and valuable materials, in terms of their economic value.
In line with Resolution 66, the International Telecommunication Union (ITU) carries out a number of activities related to Waste Electrical and Electronic Equipment (WEEE), or “e-waste” and in the areas of climate change and green digital transformation. As part of ITU’s work in the area of e-waste, the Telecommunication Development Bureau needs a dedicated consultant to prepare a recommendations report for the Government of Mongolia under the project: ''Creating a Circular Economy for Electronics and Electricals in Thailand and in Mongolia.''
It is expected that the recommendations report will support the Government of Mongolia in its policymaking in response to the growing amounts of e-waste being generated nationally. The report will comprise a clear analysis of the current status of the regulatory framework for e-waste management, hazardous wastes and similar waste streams in order to identify entry points for specific law on e-waste.
The report will be developed through a review of the existing legal framework for e-waste management in Mongolia, with a focus on solid waste and environmental laws, ICT laws, hazardous waste laws and any related legal or policy instruments, including EPR-related legal instruments and legalities associated with importation, tax and business operation and licensing. It will provide clear proposals, with maximum 3 options, based on stakeholders' consultation and a participatory approach of key players during its preparation, to advise the government on regulating e-waste management. The Government of Mongolia is currently scoping new regulations on the management of hazardous waste (including e-waste) that cover registration requirements, monitoring and reporting, the polluter-pays principle, a fee system, and the producer responsibility principle for domestic producers and importers.
