**OBJECTIVES OF THE PROGRAMME**:
The mission of WHO's Health Emergencies Programme (The Programme) is to build the capacity of Member States to manage health emergency risks and, when national capacities are overwhelmed, to lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to affected populations. The WHE Response division (WRE) is responsible for rapidly detecting and responding to health emergencies while leveraging relevant national and international partnerships, ensuring that emergency-affected populations in acute and protracted emergencies have access to essential health services and that systems are maintained and strengthened in fragile, conflict and vulnerable settings while implementing at scale, proven prevention strategies for priority pandemic/epidemic-prone diseases.The HEI Department is responsible for ensuring that emergency-affected populations have access to timely and effective health services, ranging from humanitarian interventions, Universal Health Coverage (UHC) in Fragile, Vulnerable and Conflict Affected Settings (FCVs) to key high impact epidemic diseases including Viral Haemorrhagic Fevers (VHFs), Yellow Fever, Meningitis and Cholera. The Department prioritizes support to the most vulnerable and low capacity countries.

***DESCRIPTION OF DUTIES**:

- The incumbent is assigned all or part of the following duties which are performed according to the needs and agenda:

- Provide overall leadership and strategic direction for the Global Health Cluster, including but not limited to the management and implementation, monitoring and reporting on GHC strategy and annual work plans; strengthening engagement of partners throughout WHO/HQ and Regional Offices to contribute to GHC work, including advocacy and resource mobilization; expanding GHC membership to stimulate a stronger representation of partners from under-represented regions/countries based on proactive communication and advocacy.
- Proactively engage with IASC bodies to promote health needs,influence policy and practice.
- Oversee the development of capacity building strategies and approaches toward the implementation of best practices on all aspects of the mandate of Global Health Cluster, toward promoting information-sharing, lessons learnt, and documenting progress and resolving insufficient progress while encouraging full inter-cluster collaboration and participation, including but not limited to tracking surge capacity; technical, operational and coordination capacity; assessing global response needs and gaps through analysis and reporting on all aspects of effective health service delivery during emergency response.
- Proactively collaborate with and support the development and implementation of M&E methods to assess Global Health Cluster performance; strengthen relevant procedures, policies, strategies and plans; generating and disseminating evidence-based results; tracking, analysing and developing personnel profiles for rapid response to health emergencies; and advising WHE Director and others on best practices.
- Guide, coach, motivate and manage GHC staff, including proactively promoting effective teamwork and achievement of results and resolving problems, within the framework of WHO Staff Rules and Regulations, the GHC budget in line with WHO Financial Rules, and WHE specific procedures.
- Collaborate actively with other WHO operational and technical partnerships to promote interoperability through activities including, but not limited to, development of common standards and quality assurance mechanisms, joint trainings and simulations, and strengthened deployment mechanisms.
- Perform other related responsibilities as assigned, including replacing and backstopping for others as required.

***REQUIRED QUALIFICATIONS**:
**Education**:
**Essential**: Advanced level university degree (Master's or equivalent) in a clinical discipline, public health, disaster management or a related field.
**Desirable**: Degree or training in development, humanitarian or international studies.

***Experience**:
**Essential**: At least ten years' experience in planning emergency/humanitarian operations response at the international level, complemented with experience in interagency collaboration
**Desirable**: Experience in WHO, UN or IASC, cluster, humanitarian organizations/institutions, international NGOs; experience in team leadership and management.

***Skills**:

- Demonstrated leadership capacity complemented by proven ability to promote consensus, lead negotiations, network and build partnerships within the context of WHO's global emerge
