Reporting to the Director of ERCD, the Special Advisor provides strategic and operational support and intelligence to the Director in managing the division and ensuring alignment and synergies across departments, as well as coherence in its collaboration and partnership with other internal teams and external parties.

The Special Advisor is accountable for the coordination, effective operations and alignment of the division, ensuring it delivers divisional priorities with high-quality standards. They coordinate ERCD planning and resourcing as well as standard or ad hoc corporate processes and initiatives.

Strategic and day to day advice and support to the ERCD leadership
- Identify and analyze key strategic and operational issues for the division including external factors impacting the Global Fund’s positioning, drafting briefings and / or advising and supporting the Director’s engagement with MEC, governance bodies and external partners
- Shape the content and / or coordinate the timely delivery of high-quality briefings, speeches, presentations and other materials needed for the Director and Deputy Director’s internal and external engagement or for the Director’s clearance ahead of onward forwarding to the Executive Director, Board Leadership or in response to internal or external enquiries
- Support the Director and the Deputy Director in their engagement with donors, partners and stakeholders, including by being a member of the Partnership Engagement hub, led by the Deputy Director, and coordinating specific engagements as appropriate, or by participating or coordinating internal discussions / working groups
- Support the Director and the Deputy Director in their engagement with internal stakeholders by providing information and guidance on internal dynamics, developments and issues, and alerting the leadership team to divisional or organizational challenges relevant to ERCD priorities.
- Serve as focal point for Board Leadership external engagement and ensure internal coordination and timely and quality delivery of Briefings and other materials
- Undertake specific research or analysis as requested by the Director

ERCD governance, coordination, and communication
- In collaboration with the Director of ERCD and the Leadership Team, continuously improve ERCD divisional governance processes; coordinate governance calendar for ERCD issues (e.g., MEC, AFC, Board); and shape the content, coordinate inputs and ensure timely submission of all MEC and governance documents from ERCD with consistent quality
- Develop and communicate a holistic and dynamic annual work plan with key milestones and related interdependencies to the various stakeholder groups that are impacted and/or enabled
- In collaboration with the Director and Leadership Team, ensure effective ERCD LT meetings and staff retreats through agenda management, facilitation (if required) and workshop design
- In close collaboration with LT and the Executive Assistant, facilitate information flow across the division, produce key internal divisional communication pieces and ensure effective communication of divisional milestones, achievements and priorities
- Lead on optimization of internal processes including knowledge management
- Contribute to the design and coordinate the execution and monitoring of change initiatives
- Serve as Focal point for IT and represent ERCD in internal working groups as appropriate.

Planning and resource management
- Under the oversight of the Director of ERCD and in close collaboration with the Leadership team (LT), lead the development of the annual divisional objectives and ensure alignment to the organizational priorities; ensure quarterly review and facilitate dynamic prioritization
- Lead consultation and alignment with LT to assess resource needs of each department; coordinate budgeting exercise; identify opportunities to optimize resource allocation and recommend allocation of resources
- Lead coordination of divisional budgeting activities, including quarterly review and forecasting to optimize resources
- Lead coordination of divisional workforce planning in line with HR guidance
- Serve as primary focal point for Finance and Administration and provide guidance to divisional focal points on these issues
- Maintains institutional record of all divisional management issues.

Performance Management
- Maintain and review when necessary ERCD performance management framework for optimal monitoring and management of the strategic performance indicators (KPIs) and perform regular monitoring to ensure proactive identification of progress and potential issues;
- Consolidate and validate key performance results and progress updates collected from various sources and ensure that these are integrated accurately in the divisional dashboard and the organization’s reporting processes (P&A metrics, risk reporting, etc.)

People management
