**OBJECTIVES OF THE PROGRAMME**:
The objective of PRP is to provide leadership in the conceptualization, development and implementation of an integrated programme management system for WHO. PRP enables implementation across the Organization the efficient and effective results-based management framework of the Organization, which encompasses the development and implementation of Organization-wide policies, systems, tools and services in planning, budgeting, coordinating resources, assessing performance in line with the global programme of work and the programme budget of the Organization. The position also leads the support to fostering the integrated and coordinated programmatic work across the three levels of the Organization through the technical and programmatic networks.

**DESCRIPTION OF DUTIES**:
Under the direction of the Director, Planning, Resource Coordination and Performance Monitoring, and to ensure the effective implementation of SPM's functions, roles and responsibilities, the position will:

- Ensure the effective implementation of results-based management (RBM) in the Organization, with special focus on strategic planning and performance assessment and reporting.
- Strengthen corporate strategic planning and performance assessment policies, processes and tools so that the work of the Organization is data driven and evidence based, focused on impacts, geared towards addressing needs in countries.
- Ensure that the processes are well coordinated globally, among the different players, including country and regional offices,headquarters, and partners including the United Nations system.
- Contribute to development of the General Programme of Work and the Programme budget particularly by facilitating the definition of outcomes and outputs and related indicators.
- Strategic planning and programme assessment.
- Coordinate the strengthening of programmatic networks across the three levels of the Organization for fostering integrated and coordinated technical and enabling work to achieve results.
- Coordinates with various other enabling initiatives and corporate functions, such ascountry strategies, gender mainstreaming, risk management, to ensure alignment with strategic planning and performance assessment and reporting processes to strengthen management.
- Manage, guide and lead the Strategic Planning and Performance Monitoring Unit, including the effective supervision and performance management of staff, and supports the Director of PRP in the management and administration of the department.

**REQUIRED QUALIFICATIONS**:
**Education**:
**Essential**: Postgraduate degree in public health, health management or social sciences and closely related fields.
**Desirable**: Doctorate (PhD) degree in any of the above fields.

**Experience**:
**Essential**: 10 years of practical experience in strategic planning, assessment and reporting preferably in health development, at national or international levels.

**Desirable**:
Experience in WHO, or other UN or development agencies, in strategic planning, assessment and reporting.

Experience in WHO technical programme coordination and experience at other levels of WHO.

**Skills**:

- Sound knowledge of programme development, management,and results-based management including best practices in strategic planning,performance assessment and reporting.
- Excellent analytical skills, ability to conceptualize, ability to provide strategic advice to senior management, excellent presentation and writing skills are crucial to this position.
- Ability to think in terms of principles, business requirements, techniques and practices.
- Knowledge of the functioning of WHO and UN system, including how regional and country levels manage programmes.
- Public health expertise and experience in technical programmes is important.
