What we do

The International Committee of the Red Cross (ICRC) works worldwide to provide humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and, at the same time, promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.

Purpose

In the context of growing humanitarian needs, the ICRC launched its Resource Mobilization Strategy 2020-2030 to guide advancement efforts over the course of the next decade. This strategy is underpinned by the Movement-wide Principles for Resource Mobilization, adopted at the 2017 Council of Delegates, which articulate a vision in which resource mobilisation within the Red Cross and Red Crescent Movement becomes more than the sum of individual efforts by different Movement components. The ICRC is committed to working together with National Societies and the International Federation of the Red Cross and Red Crescent) to maximise collective potential.

A Strategy Implementation Plan guides this evolution to deliver increased income for the ICRC and the other Movement components with which it actively collaborates on private sector engagement. In support of this, the ICRC is establishing a Talent Manager position to support colleagues throughout their employee life cycle and manage a number of staff with experience and skills in the Resource Mobilization Division (REM) based at the ICRC Headquarters and in the field.

As a Talent Manager, you play a critical role in supporting employees' engagement throughout the employee life cycle - from the first impression to onboarding, through their career development, and beyond the life cycle. In cooperation with People and Culture colleagues and stakeholders (in the field and at Headquarters), you support the REM Division by managing their talent in a way that best leverages our people's skills and performance to meet the needs of the organisation and increase the impact of the REM Strategy Implementation Plan where and when needed.

You are embedded in the REM department (functional reporting line) and at the same time keep abrest to the key trends, initiatives and orientations, by having a direct reporting line to the People and Culture department.

Main duties and responsibilities

Build on and fine-tune the existing Talent strategy for the REM Division pool, staffing the pool in accordance with operational needs, future development of the REM functions and transformation of the organization. Assesses the strategic and operational needs of the staff pool, providing the right data & people analytics for the short and long-term workforce planning.
Manage the employee life-cycle of mobile staff (expatriates) globally - from the recruitment and onboarding, mission planning, to the offboarding stage. Proactively and deliberately building professional journeys for our employees to have a meaningful, healthy and engaging experience with the ICRC.
Build a pool of REM professionals in a way that ensures a diversity, relevance and ‘’quantity’’ of profiles to staff positions appropriately, being able to support operational crisis situations, and limiting as much as possible staffing gaps.
Drive talent attraction and recruitment activities according to operational needs, in close collaboration with our Operations, the Talent Acquisition & Talent Attraction units. Ensuring positions are filled appropriately and in a timely manner. Developing, owning and diffusing the narrative of what a professional experience for our Generalist Delegates at the ICRC looks like. Actively using relevant talent platforms (LinkedIn, Impact Pool, Reliefweb, etc.) according to needs.
Define and coordinate onboarding/inboarding/cross-boarding needs (training, briefing, induction, onboarding positions) for each assignment and each metier. Ensuring assessment done at the Recruitment stage is appropriately used for onboarding purposes. Briefing/debriefing staff before and after assignments.
