**OBJECTIVES OF THE PROGRAMME**:
The Department of Coordinated Resource Mobilization leads an organization-wide coordinated resource mobilization network to foster strategic, consistent and coordinated financing of WHO's General Programme of Work and its biennial Programme Budgets. In so doing the Department promotes the principles of:
(i) alignment of funding to WHO's Programme Budget,

(ii) predictability and flexibility of funding,

(iii) reduced vulnerabilities in WHO's funding and

(iv) transparency and reporting on WHO's funding and programme outcomes.

**DESCRIPTION OF DUTIES**:
A. Strategic leadership responsibilities: Leads the development and/or updating and implementation of WHO's organization-wide resource mobilization strategy; investment case; resource mobilization policies, processes and monitoring mechanisms; replenishment mechanism and new modalities as required.

B. Donor leadership and coordination responsibilities:

- Consults with Member States and other contributors to review current and future biennium financing, understands expectations for coordinated resource mobilization, and identifies funding opportunities.
- Leads outreach to new donors; coordinates and leads WHO strategic dialogues with donors and oversees the development and/or submission of funding proposals and agreements.

C. Organization-wide leadership and coordination responsibilities:

- Consults, coordinates and works with Regional Directors and their staff, ADGs, Directors, resource mobilization focal points and other relevant staff to:
i) review current and future biennium financing to establish an organization-wide assessment of opportunities and risks,

ii) share resource mobilization intelligence and develop and maintain a donor database with comprehensive information about each actual and potential future contributor, using and further expanding WHO's contributor engagement management system,

iii) refine and update the presentation of financial data, and share regular financing updates internally and externally, to ensure coherence of financing messaging and to foster alignment of funding with Programme Budget shortfalls,

iv) facilitate engagement in defining the future resource mobilization approach at WHO across the three levels of the Organization and implement accordingly, and

v) map and plan WHO resource mobilization capacity.

D. Department management and organizational leadership responsibilities:

- Provides the overall leadership, management accountability, and direction of the Department in delivering its objectives through managing and galvanizing a diverse workforce and financial resources to optimize deliverables against the department mandate.
- Provides senior level technical advice and expertise to Senior Management in the area of assigned responsibilities in order to position the Department and Organization as a leader in the respective area.
- Directs and leads overall development and establishment of the Department's evidence-based policies and strategies for roll out and delivery with Regional and Country Offices.
- Oversees the monitoring, evaluation and reporting of the Department's area of work, and establishes key performance indicators and global reporting requirements and mechanisms to ensure optimal performance in line with Department deliverables.
- Serves as peer-recognized reference among UN Agencies and other key players in the respective areas.
- Promotes the integration of HQ, Regional and Country Office perspectives, operational capacities and operational/ financial requirements into the Department's programme of work.
- Builds strong partnerships and fosters consensus building with External Partners, Member States, UN Agencies, International Financial Institutions (IFIs), international civil society organizations, foundations and philanthropies, public and private Donors, to politically position the area of work and facilitate implementation of Organization-wide aligned processes and policies.
- Represents the Organization and Department's area of work in a diverse array of global fora to position WHO as a leader in the global health community.

**REQUIRED QUALIFICATIONS**:
**Education**:
**Essential**: Master level university degree in business administration (e.g. marketing), business management, international/public relations, public administration, economics, or a related and relevant discipline.
**Desirable**: Specialized training in fundraising/resource mobilization or relevant discipline.
