Result of Service
The consultant is required to draw on the latest research at the interface between climate change and Islamic finance, as well as discussion and feedback from Islamic banks or banks with Islamic banking windows, to identify the key opportunities and challenges for banking institutions to leverage Islamic finance for climate change-related financing. The consultant should also consider public policies towards climate change and Islamic banking, e.g. Malaysia’s VBI framework. The final output will be a set of guidelines to help banks integrate climate considerations into their Islamic banking businesses, as well as outlining a roadmap for institutions to integrate these considerations into their strategy and risk management and decision-making, including the framework for a potential phase 2 engaging financial institutions in practical pilot projects. The consultant will coordinate between all the relevant project partners, as well as identifying and seizing opportunities to promote outreach and visibility of the project.

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.
The overall objective of the UNEP’s Economy Division is to encourage decision makers in government, local authorities and industry to develop and adopt policies, strategies and practices and technologies that promote sustainable patterns of consumption and production, make efficient use of natural resources, ensure safe management of chemicals and contribute to making trade and environment policies mutually supportive. It promotes the development, use and transfer of policies, technologies, economic instruments, managerial practices and other tools that assist in environmentally sound decision making and the building of corresponding activities.
The United Nations Environment Programme Finance Initiative (UNEP FI) is the strategic partnership between the United Nations and over 400 banks, insurers and investors. For over 28 years UNEP FI has been shaping and driving the international sustainable finance agenda, setting global standards and growing a global network of leading financial institutions. Through its work-streams and regional activities, peer learning, methodology development, training and research, UNEP FI carries out its mission to help the financial industry align with and contribute to the Sustainable Development Goals and with that take on the crucial role it must play in achieving a sustainable future.
Background (IsDB)
The Islamic Development Bank (IsDB) is a multilateral development bank serving 57 member states and Muslim communities worldwide, based in Jeddah, KSA. The IsDB was established in 1975 by the Finance Minister of the Organisation of Islamic Cooperation (OIC), is AAA rated and has operating assets of more than USD 16bn and subscribed capital of more than USD 70bn. Furthermore, the IsDB is a global leader in Islamic Finance and is focused on innovative and sustainable solutions to the world’s greatest development challenges in support of the Sustainable Development Goals.
UNEP FI and the Middle East & North Africa region
UNEP FI is strongly engaged in the Middle East and North Africa region, where the physical impacts of climate change pose a major challenge, particularly sea level rise, heat stress and water scarcity, which have dire consequences on food and water security and energy generation. Moreover, the region has a vested interest in the implementation of the sustainable development goals (SDGs); in particular those that help deal with the interlinked water-energy-food challenges, and goals that foster the Agenda 2030 in general.
The Sustainable Development Goals, the Paris Agreement on Climate Change, and the Sendai Framework on Disaster Risk Reduction have stressed that, for development to be sustainable and resilient to shocks, it must integrate climate change and disaster into short-term responses and long-term planning. Addressing climate change and meeting the SDGs requires mobilization of all resources and a gradual shift of financing models from “conventional” to “sustainable”.
SDG-Climate Facility Project
Against this background, UNEP FI has joined a multi-partner programme, the SDG-Climate Facility project, which has three main aims: to build climate security, to leverage climate finance and to focus at the country-level, where we aim to leverage our expertise, as well as our global membership, to help deliver innovative approaches to climate finance in the Middle East and North Africa region.
