ORGANIZATIONAL UNIT

The Telecommunication Development Bureau (BDT) is responsible for the organization and coordination of the work of the Telecommunication Development Sector (ITU-D) of the Union which deals mainly with ICT-focused development policies, strategies and programmes, as well as technical cooperation activities, to promote digital inclusion and drive digital transformation at community, country and regional levels. To effectively and efficiently serve the needs of ITU members, BDT is organized into four functional areas:

- Office of the Deputy to the Director and Field Operations Coordination Department
- Partnerships for Digital Development Department
- Digital Networks & Society Department
- Digital Knowledge Hub Department

**TERMS OF REFERENCE**:
Under the direction of the Senior Digital Inclusion Coordinator, the consultant carries out the following duties to implement and ensure the implementation of Protection through Online Participation (POP) initiative:

- Coordinate implementation of POP, including mapping the information related to services protecting children online:

- Partnering with children and young people to map child and youth led actions.
- Working with technology companies to understand their findings and learnings on how their platforms are used by children to access safely.
- Developing a digital platform to host the collected data.
- Identifying lessons learned.
- Evaluating services.
- Conducting a deep content analysis of children’s engagements online.
- Developing a report with recommendations for activating and improving these services.
- Representing the initiative, and permanently growing the network of partners.
- Work with children, amplifying their actions, and documenting good practices.
- Advance the development of child-friendly assets to empower children with information.
- Develop partnerships with key stakeholders and advocate for inclusion.
- Support the Office of the Special representative on violence against children on child friendly versions and consultations with Children.

**CONCRETE DELIVERABLES**:

- As part of the POP initiative, map information related to services protecting children online, child and youth led actions, collect both qualitative and quantitative information.
- Develop and disseminate child friendly version of the UN Special Representative of the Secretary-General (SRSG)’s report to the UN General Assembly and organize dialogues between children and the SRSG on the margins of the United Nations General Assembly (UNGA).
- Grow the mandate’s child participation digital map with new examples of children’s participation around Violence Against Children (VAC) online and offline, and of Member States’ good practices of incorporating institutional means of participation.
- As part of the POP initiative, draft a report with recommendations for improving or implementing child online protection services and/or systems, to be shared as part of a wider consultation process.

**COMPETENCIES**:

- Extensive knowledge and experience specifically on protection and children’s meaningful participation.
- Ability to communicate complex concepts orally and to prepare written material in a clear, concise and meaningful manner.
- Knowledge of project management principles and methodologies.
- Ability to work in a multicultural environment and establish harmonious and effective work relationships, both within and outside ITU.
- Excellent understanding of the Information and Communication Technologies (ICT) ecosystem (including roles and responsibilities of diverse stakeholders), child rights and child protection community at the global level.
- Excellent research, drafting and presentation skills.

**QUALIFICATIONS REQUIRED**:
**Education**:University degree in humanities, economic, political science, law, education, management, gender, development studies, telecommunications/ICTs or related field. An advanced degree would be an advantage.

**Experience**:At least five (5) years of experience in children protection or any relevant experience in the field of the Special Service Agreement (SSA).
