**Summary**

INEE as a founding member and co-chair of the Steering Group of the Geneva Global Hub for Education in Emergencies (EiE Hub) is recruiting a consultant to develop an initiative to support political leadership for education in emergencies and protracted crises. The consultant will develop core materials for _an initiative of the International Parliamentary Network for Education and the EiE Hub_ that are co-leading this work to inspire political understanding and commitment to move education from the margins to the center of humanitarian policy making and financing.

**Background**

Faced with the under-prioritisation and underfunding of education in emergencies (EiE), and given the magnitude of the challenge, the members of the EiE Hub -with INEE being one of the original co-signatories and IPNEd also having joined as member in 2021- have come together to form a strong alliance of like-minded states and organisations to step up visibility, political and operational commitment, and funding for EiE. Without concerted action, including more and better funding directed at reaching and those affected by crises, the world will fall far short of the SDG4. A lack of political understanding of the extent and seriousness of the threat to educational progress posed by emergencies undermines effective and sustained action.

- donor states - to enhance their understanding of EiE and protracted crises and support their exercise of political leadership in support of education for children and youth affected by humanitarian crises._

For the purposes of this initiative, political leadership is understood to mean “the strategic process through which political leaders, both individually and collectively, convert political commitment into meaningful action and accountability, ensuring children and youth affected by humanitarian crises have access to quality education.”

**Scope of work**

The consultant will develop a framework setting out what ‘political leadership for education in emergencies’ is for Members of Parliament and why it’s necessary. He/she will also draft an outline agenda for a hybrid leadership programme for members of parliament as well as teaching and learning materials, drawing on the framework, to support the delivery of the leadership programme.

**Deliverables**

**1) One framework on understanding and engaging in EiE: the role of members of parliament**

One of the challenges for developing and sustaining effective political commitment for EiE is a lack of understanding of both the enormity of the challenge and what can be done to address it.

Building on existing material, the consultant will develop a concise framework targeting members of parliament which will explain EiE, how emergencies and crises disrupt education, the value to affected individuals and communities of education and why and how education should be supported as part of humanitarian response, including via donor government policy and funding. The framework will:

- identify the causes of humanitarian crises which disrupt education, efforts which can be taken to prevent, mitigate and respond to humanitarian crises, the specific case for EiEPC and how educational services can be provided to crisis affected populations (e.g. threat to education from targeted attacks on schools, staff and students, explains the extent of the problem, including an overview of efforts to prevent attacks on education)
- identify the needs of specific crisis affected populations, including refugees, as well as the special needs of vulnerable groups affected by crises such as girls and young women, and people living with disabilities.
- where relevant, reference commitments and normative standards to help illustrate the international consensus on the issue.
- in addition to the latest evidence-based information about the issue, provide specific, actionable information on what parliamentarians can do to improve the policy, law, funding, advocacy and practice of their government, both in general and in respect of the specific issues the framework identifies (e.g. on education under attack, refer to the Safe School Declaration and recommend that MPs encourage their governments to endorse and implement it)
- be designed so that sub-themes or issues, such as the donor financing for EiE can be read on their own and serve as a reference document to inform an MP or an advocate about the issue.
- Target audience_: parliamentarians, parliamentary and political staff, as well as UN and civil society actors working for EiE and looking to engage parliamentarians
