***OBJECTIVES OF THE PROGRAMME**:
In the context of WHO's priority for Universal Health Coverage, the Integrated Health Services (IHS) Department is working with Member States and key global stakeholders to strengthen health service delivery systems that are safe, high quality, people-centred and resilient. The Department is working across the Organization to identify, develop and disseminate knowledge, models for effective interventions, from prevention to palliation, including guidance, standards and tools for strengthening high quality integrated health services. In line with the implementation of the WHO GPW 13 and achievement of UHC for one million more people, the mission of the Department of integrated Health Services is to (i) support countries to provide equitable access to integrated health services (including promotion, prevention, primary, curative, rehabilitative and palliative); (ii) ensure these health services are effective, safe and people-centred, and based on a primary health care approach, and (iii) strengthen country capacity to assess and monitor the performance of health services. The Department accomplishes this objective through producing norms and standards through its Global Public Health Good and through providing specialized technical assistance to regions and countries and through developing strategic partnerships to advance WHOs work.

***DESCRIPTION OF DUTIES**:

- Provides technical leadership and managerial support within the Department in assuring cross-cutting team alignment and collaboration within the Department and in engagements within the organization at all three level.
- With the aim of achieving the health services delivery components of Universal Health Coverage (UHC), ensuring that activities in this area across all units are carried out collaboratively, efficiently and effectively.
- Leads, explores and implements best practices in cross-cut health service delivery area of work and dissemination of information for capacity building in this area of work.
- In collaboration with the Director: Integrated Health Services, supports to the strategic direction development and implementation within the Department. This includes the ongoing review and redirection - if needed - of Technical Products and Global Public Goods of the Department as a whole, assuring both internal and divisional alignment in their development, implementation and reporting.
- Within the overall strategic direction of the organization as articulated in the GPW13 and subsequent strategic updates and senior leadership directives, develop the synergy within the Division to effectively deliver on the mandate of health service delivery.
- Manages and directs the coordinated country and regional engagement of the department to assure an integrated and participatory approach of the Department in its regional and country engagement.
- Oversees and participates in joint country work, including through organizational collaboration mechanisms such as the Joint Working Team, ODT meetings etc.
- Manages the programme area in delivering its objectives through efficient managing a small team of technical staff within the Director's Office, financial resources and effective work planning to optimize the programme's deliverables in line with the mandate of the Organization.
- Serves as the technical reference among the peer community, UN agencies and other stakeholders at the technical levels in the respective area of expertise.
- Liaises with and utilizes partnerships in other UN Agencies, Donor, or research institutions in the in service delivery area of work to position the technical area of work and implementation into global and/or national policies.
- Represent the integrated service delivery area of work at various meetings within the division and externally, including deputizing for the Director should the need arise. Perform all other related duties as assigned.

Specific duties (Two or three Specific duties could be added if required for the specific assignment in a specific region):

- Lead the departmental input and implementation of the WHO engagement in the High Level Meetings at the UN General Assembly and other high level UHC advocacy events, in close collaboration with other WHO Departments, Regional Offices, Member States and global partners active in this field.
- Provide expertise for the development and implementation of ethical frameworks related to the different programs of the Department.
