Helvetas is an organisation specialised in development cooperation and humanitarian response, anchored in Switzerland. Our vision is a just world in which all men and women determine the course of their lives in dignity and security, using environmental resources in a sustainable manner.

Following the start of hostilities in Ukraine, Helvetas deployed a rapid response team to Moldova to assess the situation and initiate emergency assistance for refugees at border points and reception centres. We are currently reinforcing our operational presence to build up a comprehensive response to the current crisis, in close collaboration with Alliance2015 partners.

For setting up and managing the administrative support services for this response, we are looking for an experienced, engaging and dynamic professional as Administrator Emergency Response.

Helvetas has been present in Moldova since 2018 through its country office located in Chisinau with 9 staff. Currently, it is implementing projects in the field of market systems development in the agriculture (SDC Mandate).

**YOUR MAIN TASKS**:
**Finance**
- Set-up & supervise the overall financial administration of the response
- Ensure correct bookkeeping and account management
- Verify all fund transfers and ensure development and implementation of office and project budgets, financial and liquidity planning, updates (project status) financial reporting and audits
- Ensure safe storage and handling of cash and operation of bank accounts
- Ensure the implementation of effective filing systems for supporting documents

**HR and administration**
- Support the Response Representative in recruitment of national staff and volunteers
- Ensure HR rules and regulations are implemented as per the organization’s policies
- Ensure the smooth functioning of programme related administration

**Logistics**
- Manage procurement and storage of supplies and equipment in response to project needs
- Manage office, accommodation and supply requirements

**YOUR QUALIFICATIONS**:

- Advanced university degree or diploma in Financial Management
- Several years’ experience in managing finances, HR and logistics specifically in humanitarian response programmes
- Demonstrated leadership and management skills; ability to coach and support staff and cultivate team spirit
- Proven ability to be flexible and work in highly pressurised working environments
- Strong representation, interpersonal and negotiation skills
- Very good IT user skills (MS office)
- Very good oral and written communication skills in English
- Flexible, innovative, sensitive to cultural values and able to decide adequately on safety and security issues
- Able to work independently while being a strong team player who monitors own results and takes responsibility for the results achieved
- Able to work in a fast-paced environment, assess with discernment and meeting multiple demands
- Knowledge of the East European context is an added value
