The Technical Advisor, Gender supports the Secretariat’s work on gender, collaborating across the Secretariat and with external partners. They provide support, coordination and technical guidance to ensure gender considerations are integrated throughout Global Fund processes, procedures, structures, and investments.

They provide in depth technical expertise on gender on critical priority areas, including the gender equality in the health workforce, Sexual and Reproductive Health and Rights (SRHR) integration and gender-based violence (GBV) prevention and response. They support the Technical Advisors, CRG Regional Investment Support in their work with Country Teams in the Grant Management Division.

They represent the Global Fund in technical related fora, liaise closely with key technical and civil society partners and strengthen coordination with existing and new partners at global, national and community level to maximize the Global Fund’s contribution to the fight against HIV/AIDS, TB and malaria, as directed by the Head, Community, Rights and Gender.

Key Responsibilities

Perform the following duties under the prioritization, supervision and direction of the Senior Technical Advisor, Gender and in close collaboration with the Head, CRG:
- Provides strategic thinking and expert advice on gender-related issues, challenges and initiatives critical to the attainment of objectives in line with latest best evidence and programmatic developments on gender.- Supports operationalizing of the new gender risk management framework and indicators and supports risk mitigation in key countries.- Supports operationalization of the Gender Equality Marker and Key Performance Indicators, including developing a package of support and delivery mechanism for countries with a low GEM score.- Supports the Senior Technical Advisor, Regional Investment Support, in their work with the Grant Management Division to support identification of, and respond to cross-cutting community, human rights and gender-related needs and programming for key, vulnerable and underserved populations across the grant life-cycle.- Supports Secretariat efforts to strengthen integration of gender transformative and gender responsive programming into disease programs.- Works in partnership with the Resilient and Sustainable Systems for Health (RSSH) team to provide expert guidance on the gender-related challenges faced by community health workers (CHW) and harness the opportunities for gender-transformative approaches to gender equality in the health workforce. This includes: promoting and strengthening gender transformative policies, planning and systems supports to address gender-related challenges faced by CHWs, promote gender equity and decent working conditions for CHWs; strengthening gender responsive measurement, analysis and monitoring of Global Fund’s CHW investments from a gender lens; and reinforcing collaboration on and organizational learning about gender transformative CHW programming across Global Fund teams.- Supports Secretariat efforts to strengthen Global Fund collaboration and co-ordination with key external partners supporting integration of gender into disease programs. This includes participation in key fora, sharing information and learning, and strengthening partnerships at country level to ensure the Global Fund maximizes the leadership and engagement of communities and remains at the cutting edge of gender and health programming.- Contributes to fostering collaborative relationships on gender with external partners of the global level to ensure the prompt interpretation of new knowledge on and normative guidance on gender in disease, health and community systems and responses as relevant to Global Fund grants.- Contributes to the development, evaluation and continual refinement of capacity building tools and trainings for Global Fund staff, consultants, and in-country partners on issues related to gender.- Contributes to the review and refinement of Global Fund information notes and briefings out to country teams, and in-country partners as pertains to gender, gender equality, and other related issues.- Monitors programmatic developments, including new tools and approaches to genders in general, and ensures dissemination and utilization where appropriate.- Contributes to the development of regular Global Fund reports, publications, press releases and other advocacy or information materials, as necessary.- Perform other duties consistent with the role and grade as required

- Master’s degree or equivalent in social sciences, human rights, gender/ women’s studies, international development, or a related field is required-
