ORGANIZATIONAL UNIT

The General Secretariat directs administrative, human and financial resources and activities of the Union, including the implementation of the provisions of the administrative regulations on operational questions, the dissemination of information on telecommunication/ICT matters for operational and other purposes, and the provision of legal advice to the whole of the Union. The General Secretariat coordinates the implementation of the Strategic Plan, monitors the telecommunication/ICT environment and recommends as needed action relating to the Union’s future policies and strategy. The General Secretariat ensures inter-sectoral coordination and cooperation to advance a whole of ITU approach (One-ITU) in headquarters and the field. The General Secretariat provides logístical and information technology support to the Union’s activities including conferences and global forums; the coordination of the work of the Union with the United Nations system, and other international organizations; and the engagement of the Member States, Sector Members, and Academia. The General Secretariat manages corporate governance, and strategic communications and relations with the media, different stakeholder groups as well as the general public.

**BACKGROUND INFORMATION**:
For the first, ITU is launching Young Professionals Program (ITU YPP): the next generation of Global ICT experts and leaders.

The ITU YPP is a recruitment initiative for the next generation of global ICT experts and leaders to help shape the future of the tech sector - standards, policies, regulations and recommendations.

This programme is a recruitment initiative to help shape the future of the tech sector.

This position may be assigned to the General Secretariat or the different Bureaus covering their different mandates:
The **Telecommunication Development Bureau (BDT)** is responsible for the organization and coordination of the work of the Telecommunication Development Sector (ITU-D) of the Union which deals mainly with ICT-focused development policies, strategies and programmes, as well as technical cooperation activities, to promote digital inclusion and drive digital transformation at community, country and regional levels. To effectively and efficiently serve the needs of ITU members, BDT is organized into four functional areas:

- Office of the Deputy to the Director and Field Operations Coordination Department
- Partnerships for Digital Development Department
- Digital Networks & Society Department
- Digital Knowledge Hub Department

The **Telecommunication Standardization Bureau (TSB)** fulfils the objectives of the Union relating to telecommunication standardization, by providing secretariat support to groups studying technical, operating and tariff questions and facilitating the adoption of Recommendations in these areas with a view to standardizing telecommunications and information technology on a global basis. In order to achieve these objectives, the Telecommunication Standardization Bureau works in accordance with the instructions of the World Telecommunication Standardization Assemblies (WTSA), Telecommunication Standardization Study Groups and the Telecommunication Standardization Advisory Group. TSB, headed by an elected Director, provides the technical, administrative and logistic support for the assemblies and for the meetings of the groups mentioned.

The YPP program aims to bring young experts from underrepresented countries with a focus on developing countries, LDCs, LLDCS and SIDS.

It will be a 2 years rotation program (First year at ITU-HQ and second year possibly in a Regional/Area Office).

Young experts will contribute to bridging the digital divide and leveraging technology for the benefit of society.

YPP emerging talent will work across ITU's three Sectors and the General Secretariat.
