The post is located in the Statistical Division of the United Nations Economic Commission for Europe, based in Geneva, Switzerland.

The Statistical Subprogramme aims to improve the quality of official statistics for evidence-based economic, social and environmental policy making, and for assessing progress towards international development goals. This is achieved by servicing the work of the Conference of European Statisticians (CES) and its Bureau, developing methodological and practical recommendations, guidelines and standards to enhance international comparability of statistics, providing support to countries in the implementation of international statistical standards. The focus of the statistical work programme is on the following main areas: a) population and migration; b) national accounting and globalisation; c) modernisation of statistical production; d) environment and sustainable development; e) legal and institutional framework for national statistical systems in transition economies.

The P5, Regional Adviser on Statistics, reports directly to the D1, Chief of the Statistical Division, and coordinates their activities with the Programme Management Unit of UNECE.

**Responsibilities**:

- Plan, direct, and monitor the Division's work programme on technical assistance and capacity building activities in a variety of statistical areas, such as economic statistics, social and demographic statistics, modernisation of statistical production, environment statistics, the monitoring of progress towards the 2030 Agenda, and the integration of statistical and geospatial information in the UN programme countries;
- Undertake resource mobilization, to leverage additional funding for regional advisory services and to support the statistical activities of countries;
- Coordinate and ensure compatibility of the activities of technical assistance carried out by other professional staff of the Division;
- Manage the Technical Cooperation budget (RPTC) of the UNECE subprogramme on Statistics and its budget as well as extra-budgetary projects.
- Provide advice and expertise to governments of UN programme countries on institutional and structural aspects of their statistical system, statistical methodology and practices, programmes and policies;
- Undertake missions and capacity-building activities (seminars, workshops and training courses) to assist beneficiary countries and promote the implementation of commonly agreed

international standards for use in national official statistics, taking into account the particular circumstances and needs of the countries in the UNECE region;
- Prepare progress reports and other technical documentation regarding the Division's work programme on technical cooperation activities for presentation to relevant bodies, including

reports to the Economic Commission for Europe and the Conference of European Statisticians and its Bureau;
- Maintain regular linkages with the Conference of European Statisticians; Assist governments in formulating and implementing field projects including those of multisectoral and/or transboundary nature;
- Facilitate and supports the development of institutional frameworks in support of regional/subregional cooperation among UNECE member States;
- Promote sharing of experience and identifying of best practices;
- Advise the Chief of Division and other senior managers on trends and technical cooperation needs of countries in the UNECE region;
- Establish linkages between operational work of the Division under RPTC and normative and analytical work of the Division under the relevant subprogramme of the core UNECE programme "Economic development in Europe";
- Establish and maintain regular contacts with relevant counterparts active in the field of statistics, such as the Statistical Office of the European Union (Eurostat), UNDP, EFTA, The World Bank, the Interstate Statistical Committee of the CIS, the UN Statistics Division, UN Economic and Social Commission for Asia and the Pacific (ESCAP) and UN-GGIM and its subsidiary bodies, particularly UN-GGIM: Europe and the UN Geospatial Network;
- Coordinate technical cooperation activities with other Regional Advisers through the Working Group on Technical Cooperation (WGTC) at the secretariat level;
- Undertakes cross-sectoral role for 3-4 countries of the 17 programme countries (countries within the Resident Coordinator System which are in the ECE region of work) working closely with the Resident Coordinators (RCs) and United Nations Country Teams (UNCTs), including working on new programmatic opportunities and proposing new joint project initiatives with resident UN agencies.
- Represent the organisation in discussions with UN Resident Coordinators and UN Country Teams, with cross-cutting responsibilities for selected UNECE programme countries;
- Contribute to the UNSDCF (United Nations Sustainable Development Cooperation Framework) processes at the country level.
