Commercial Execution and Procurement Officer

In this role, you will support the Business Development Manager in the identification of potential clients and in relevant communication with them. You will ensure coordination during the bidding process between the Company Commercial Function and all Company’s and Company’s Group involved Functions/Departments. You will carry out all the activities necessary to purchase goods and/or services/subcontracts in compliance with given cost/time/quality requirements and with Corporate/Company policies and standards and work instructions. You will promote, define, coordinate, and monitor initiatives and synergies to be established and enhanced in order to obtain an improvement of the Procurement result in terms of savings and effectiveness, and in terms of scouting of opportunities at the best value through a network of strategic sources with the use of the procurement tool.

Commercial accountabilities:

  • Assist the Commercial Manager in managing the interfaces with Partners and Clients.
  • Analyze contract requirements and conditions.
  • Review all tender and contractual documentation considering the concerned implications with the involvement of the relevant Functions/Departments.
  • Understand the financial Scheme summarizing the financial aspects of the project.
  • Understand the Contractual Scheme detailing the Contractual Scheme.
  • Assist Commercial and Tendering Department during the bidding process.
  • Assist in the post-bid clarification phase with Client.
  • Participate in negotiations with Clients to reach an agreement of the proposal and in the formalization of contracts.
  • Participate in preparing the Proposal Close-Out Report.
  • Assist project teams during the project execution phase in relation to contractual aspects.
  • Capability to conduct negotiations in line with the commercial strategy.
  • Ability to execute activities related to reviewing legal principles, obligations, responsibility.
  • Project management techniques (project requirement and objective management, activity planning and monitoring, resource allocation and management, cost and risk management, reporting to top management).

Procurement accountabilities:

  • Prepare the purchase or subcontract based on standard General Purchase Terms and Conditions and manage possible deviations.
  • Issue to vendors the Request for Quotation based on given purchasing request.
  • Support the vendors during the preparation of the technical/commercial proposals with obligation of confidentiality about the related bid info.
  • Prepare the commercial/economic bid tabulation to compare different proposals and suggest actions to be taken in order to improve bid result and/or select the vendor.
  • Lead the commercial/economic negotiation.
  • Perform market and procurement analysis, in order to produce reports (price, commodities, and vendors) supporting procurement strategies.
  • Plan, in compliance with Saipem guidelines at Company level, Strategic Sourcing activities based on future sourcing needs.
  • Process analysis on spent and procurement planned data completed with a report of market scenario to evaluate issue of Strategic Agreements.
  • Monitor and collect Volume Rebate Agreement contacting the supplier.
  • Provide support to Vendor Management for regular maintenance of Vendors Database in terms of qualification status and various aspects.
  • 3 to 5 years’ experience in the field of procurement.
  • Excellent verbal and written communication skills.
  • Adaptability and problem-solving attitude and strong organizational skills.
  • Strong interpersonal, organizational, and negotiation skills.
  • Experience in the energy and construction and/or oil and gas sector is helpful.
  • Excellent English skills (spoken and written).
  • Italian is a plus (spoken and written), every other language beneficial.
  • Move comfortably among all common MS Office applications.
