e-CMR Policy Consultant

This consultant position can be based either in Geneva or Brussels.

The e-CMR Policy Consultant is responsible for laying the groundwork for IRU's future initiatives on eCMR. This role involves close collaboration with IRU’s lobbyists in Geneva, Brussels, and other regions, as well as with IRU’s Communications, Events, and Marketing teams, and key vendors and users of eCMR solutions. The e-CMR Policy Consultant will lead the organisation of a new working group consisting of IRU Members, industry stakeholders, and experts, with the aim of accelerating the digitalisation and adoption of eCMR in Europe and beyond.

The first objective is to organise and facilitate an initial event by the end of the second quarter of 2025. This mission is expected to be extended for a period of 18 to 24 months.

CONSULTANT RESPONSIBILITIES

  • Propose strategic directions for IRU regarding eCMR, ensuring alignment with the organisation's overall mission and goals
  • Serve as the primary reference at IRU regarding eCMR, providing guidance and support to IRU staff and members
  • Collect, analyse, and disseminate relevant information, including market trends, business developments, operational insights, technical advancements, political updates, EU projects, eCMR pilots, and other local initiatives. Monitor the progress of protocol ratification and other regulatory changes
  • Coordinate and lead the work of various IRU teams on eCMR, including Global Advocacy, regional Advocacy, TIR, and EU Projects, ensuring cohesive and effective collaboration
  • Launch and lead a new informal eCMR working group and a new eCMR technical expert group to achieve the proposed objectives. Facilitate regular meetings, set agendas, and ensure productive discussions
  • Collaborate with eCMR vendors, IRU members, and shippers and logistics associations to increase market awareness. Work closely with IRU Marketing and Communications teams to develop and implement effective communication strategies
  • Oversee IRU’s lobbying activities at European level, at the UN level and with other stakeholders such as the Open Logistics Foundation, and other industry associations

QUALIFICATIONS & EXPERIENCE

  • A degree in a relevant field such as Business Administration, Logistics, Transport Management, or a related discipline
  • Extensive experience in goods transport and logistics, with a deep understanding of transport operations, including transport contracts, customs procedures, and regulatory compliance
  • A minimum of 10 years of professional experience in the transport or logistics industry, with a proven track record of managing complex projects and initiatives
  • Exposure to Transport Management Systems
  • Strong analytical skills with the ability to analyse business and user needs, conduct user interviews, and translate findings into actionable insights
  • Demonstrated business acumen and the ability to build bridges between business, technical, and advocacy teams to drive successful outcomes
  • Experience in business consulting is a plus, providing valuable insights and strategies to enhance organisational performance
  • Excellent communication and teamwork skills
  • Professional-level proficiency in English, both spoken and written
