Building on the foundations established in Phase 1—which successfully challenged perceptions that education in emergencies is not suited for rapid response by developing a robust evidence base, producing a first‑of‑its‑kind practical toolkit, and strengthening sectoral capacity through targeted training—Phase 2 aims to consolidate these gains, apply lessons learned, and expand the initiative’s reach and impact. Specifically, this phase will focus on enhancing and scaling the Rapid Response Toolkit by incorporating new country examples, updating and developing additional tools, and piloting approaches to promote replicable and scalable good practices. In parallel, it will deliver contextualized training workshops and tailored technical support in five priority countries to strengthen their ability to resource and implement rapid education responses. Achieving measurable results at the country level will be critical to reinforcing both national and global capacities and sustaining advocacy for the life‑saving and life‑sustaining role of education in humanitarian action.Working in close collaboration with Action Consortium partners, the consultant will provide targeted technical assistance and capacity strengthening in five priority countries to develop, validate, and operationalize contingency plans for Anticipatory Action and Rapid EiE, support the piloting and refinement of the Rapid EiE Toolkit, and advance communication and advocacy efforts to elevate the importance and impact of rapid education responses in emergencies.DeliverablesDeliverable 1: Provide targeted technical support to five priority countries both remotely and in‑country to facilitate the drafting, consultation, and validation of contingency plans for AA and Rapid Education in Emergencies (EiE), in close collaboration with country Task Teams and the global Technical Working Group (150 days total). Sub‑deliverable: Remote and/or in‑person technical support to selected countries to coordinate the drafting, consultation and finalization of contingency plans for AA and Rapid EiE (20 days per country).Sub‑deliverable: Remote or in‑country technical support to selected countries to ensure operationalization and implementation of contingency plans for AA and Rapid EiE (10 days per country).Deliverable 2: Contribute to the update and delivery of tailored capacity‑strengthening activities through the Strengthening Rapid EiE Response Workshop (15 days total). Sub‑deliverable: Workshop (3 days per country).Deliverable 3: Support the piloting and finalization of the Rapid EiE Toolkit, including documentation of its application, emerging good practices, and lessons learned to inform its continuous improvement (25 days total). Sub‑deliverable 1: Monitor the piloting of the Rapid EiE Toolkit across the five countries supported, and document lessons learned as well as gaps (10 days).Sub‑deliverable 2: Lead a revision and update of the Rapid EiE Toolkit which incorporates lessons learned and addresses the gaps documented and support the finalization and production of the Toolkit (15 days).Deliverable 4: Support communication and advocacy efforts promoting visibility of the initiative’s outcomes and reinforcing recognition of the life‑saving and life‑sustaining role of education in emergencies (10 days total). Sub‑deliverable: Develop content and support both communication and events showcasing the impact of the action across the 5 countries and globally (10 days).Minimum RequirementsEducation: Master’s in International Affairs, Humanitarian Affairs, Education, Political Science, International Relations, International Development, or other relevant fieldWork Experience: At least 8 years of progressively responsible work experience in humanitarian coordination and responseDemonstrated technical expertise in education in emergencies requiredDemonstrated ability to work well both independently and within a multicultural teamLanguage Requirements: Fluency in English required. Proficiency in Spanish, French or Portuguese an advantageDesirablesDemonstrated experience working across the preparedness‑AA‑rapid EiE continuum is an assetPrevious experience with UN/UNICEF and knowledge of humanitarian clusters preferredExperience working with local and national organizations an assetExperience working in both emergency contexts and at HQ‑level an assetStrong research, analytical and writing and synthesis skills an assetAbility to communicate effectively across a diverse array of audiences desiredContract DetailsEstimated Duration of the Contract: 200 working days between January and November 2026Consultant’s Work Place and Official Travel: The consultant will be home‑based. There are an estimated 3 travels planned as part of this contract. The missions are planned to take place in Q1 and Q2 2026. The consultant will be reimbursed based on travel invoice following each trip.Estimated Cost of the Consultancy & Payment Schedule: Payment will be made on submission of an invoice and satisfactory completion of the above‑mentioned deliverables. UNICEF reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if work/outputs are incomplete, not delivered or for failure to meet deadlines. Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract.
