Context & mission
Médecins Sans Frontières is an independent, international medical and humanitarian organization that provides care to people in need, people affected by natural or man-made disasters, and victims of armed conflict, without discrimination and without regard to race, religion, creed or political affiliation (MSF Charter).
The DHIS 2 is a tool for collection, validation, analysis, and presentation of aggregate and patient-based statistical data, tailored (but not limited) to integrated health information management activities. In 2017, the MSF Operational Centre of Geneva (MSF-OCG) took a step-up in the management of health information by launching a DHIS2 project implementation with the contribution of an external partner. This data management platform provides the organization with new capacities in terms of data collection methods, entry, access, and analytics / visual outputs. The project is now completed, and the running phase is ongoing.
In 2021, OCG defined the Medico-operational ambitions toward the DHIS2. The objectives of this exercise were to:
- Organize the work according to priorities,
- Build the processes,
- Question the achievements,
- Specify the business objectives,
- Estimate the needs,
- Ask for relevant resources.
The focus of these ambitions was on users' benefits and several ambitions listed were articulated around improving the DHIS2 users' experience. Among them, some ambitions were:
- The users can retrieve the data they need,
- The users trust the system,
- The users can produce their reports without too much effort.
OCG has a big number of end users with continuous need of support and this continuous need is also amplified by the high turnover of MSF staff. In addition, there is a huge volume of data elements, indicators, program indicators and dashboards to maintain. The 'HIS Support Officer' will support the HIS team on all tasks related to the improvement of OCG end users experience with the goal to maximize their benefits on the use of the DHIS2.
Tasks & Responsibilities
Under the supervision of the Medical Data Advisor and, in collaboration with the Flying HIS Officer and the Flying HIS Implementing Officer, the HIS Support Officer will support on:
- Creation, Update, and maintenance of DHIS2 dashboards,
- Cleaning of the Indicators and Program indicators,
- Production of a DHIS2 data dictionary (to help the end users find the right data and their definition among the numerous variables that exist in the DHIS2),
- Day to day support of the field users on the use of the DHIS2,
- Briefings, debriefings, trainings,
- The update of the DHIS2 OCG introductory course available in Tembo, when necessary,
- The "office hours": these are open Q&A sessions on the DHIS2 use, challenges faced, and data analysis for HQ and field end users,
- Periodic data quality desk review (to flag existing data quality issues and discuss with the projects to address them),
- Update of DHIS2 User guides,
- Translation of DHIS2 Content,
- Descriptive data analysis for end-users that need help in finding the statistics in preparation of monthly, quarterly, and annual reports or other purposes,
- Additional tasks when needed.
Your profile
Education
- Diploma in Public Health, Epidemiology, Biostatistics, Health Informatics or other relevant medical or social fields.
- Advanced Medical/Para-medical Education preferred.
- An equivalent combination of education and experience will be considered.
Experience
- Min. 2 years' experience working in low-resource settings for humanitarian aid agencies (MSF experience is a plus).
- Working knowledge of health activities in humanitarian settings (primary and secondary health care) in a variety of contexts.
- Experience providing training to adult learners / continuing education.
- Experience providing technical support to users.
- Experience producing Training content is a plus.
Languages
- English and French are the working languages of MSF Switzerland. Fluency in both English and French is required for this position (oral and written).
- Other languages (Arabic, Spanish, Portuguese, Russian, others) is an asset
Skills/ Technical competencies
- Excellent command of DHIS2 (Aggregated, Events and Tracker data), both for data entry and analysis.
- Good knowledge of indicators in DHIS2 is a plus.
- Computer literacy and advanced use of MS Office, Excel in particular.
- Practical knowledge of data management software's is an asset.
- At ease with routine medical statistical indicators.

- Willing to travel abroad and flexibility with respect to travel schedule.

Terms of employment
- Full-time position 100% (40h/week)
- Fixed-term contract, 10 months
- Working place: Geneva, Switzerland
- Ideal start date: As soon as possible
- Gross monthly salary (for 100%): from CHF 7'870.- to CHF 9'029.- (salary commensurate with equivalent experience and internal salary grid)
- Paid vacation: 25 days per year, prorate temporis, plus any Swiss public holidays falling within the contract period.
- Pension plan: pension contribution covered 3/4 by MSF, 1/4 by staff member.
- Relocation package if moving from a different country to Switzerland.
