Consultant - Normative and country guidance on Hand Hygiene in Community Settings

Deliverables
Deliverable 1. Implementation framework for new global WHO & UNICEF Guidelines on Hand Hygiene in Community Settings, for publication within the Guidelines. Collate and analyse feedback on v1 of the draft implementation framework collected during a global end-user consultation workshop on 24 June, and produce an updated version of the draft implementation framework (v3).Expected by 31 July 2024. Work with key Hand Hygiene for All global partners to convene at least 3 setting-specific online workshops to further consult on the draft implementation framework (v3).
Expected by 30 September 2024. Collate and analyse feedback on the draft implementation framework collected during the setting-specific workshops (, and draw on this to produce an updated version of the draft implementation framework (v4).
Expected by 31 October 2024. Develop and implement a process for broad online consultation on the draft implementation framework (v4).
Expected by 31 January 2025. Collate and analyse feedback on the draft implementation framework collected through the broad online consultation ( and draw on this to finalise the framework (v5 – final).
Expected by 28 February 2025. Deliverable 2. Final draft of global guidelines on Hand Hygiene in Community Settings, ready for submission to the WHO Guideline Review Committee in WHO Geneva. Develop a first draft of the WHO Guidelines on Hand Hygiene in Community Settings (v1).
Expected by 30 November 2024. Collect and analyse feedback on Draft v1 of the Guidelines from key global, regional and country-level collaborating partners and draw on this to produce Draft v2 of the Guidelines.
Expected by 31 January 2025. Develop and implement a comprehensive consultation process to obtain feedback on Draft v2 of the Guidelines from a broad range of stakeholders, using established networks and groups.
Expected by 28 February 2025. Collate and analyse feedback collected through the broad online consultation ( and draw on this to produce Draft v3 (final) of the Guidelines.

Qualifications, experience, skills and languages
Educational Qualifications:
Essential:
Minimum an advanced university degree in public health and/or social sciences.Experience:
Essential:
Over 10 years of experience in designing and implementing research-into-use processes. Experience working with WHO across the three levels (global, regional, country). Experience with partnership development and management for complex programmes involving multiple disciplines and stakeholders. Experience of working across different technical units in WHO. Experience of working in the field of water, sanitation and hygiene in low- and middle-income setting working with government representatives and supporting agencies to take evidence-based policy recommendations to action. Experience of development and delivery of evidence and/or guidance-uptake strategies.Desirable:
Experience of implementing WHO Guideline development processes.Skills:
Well established network of contacts relevant to the two areas of work. Advanced project management skills. Advanced writing and communication skills, particularly for verbal presentations in meetings and events, and written communications in the form of technical briefings, donor reports, and other.Desirable:

Travel
The consultant is expected to travel to selected WASH meetings.
Remuneration and budget (travel costs are excluded):

Band level C - USD per day.
Living expenses (A living expense is payable to on-site consultants who are internationally recruited):

9 months (64 days over contract duration).
