We are looking for an experienced Learning and Development Business Partner to join our HR L&D team.

Functions


As a Learning & Development Business Partner, you will play a key role in developing and motivating staff and have the overall responsibility for the
Technical/Technical Management Learning Portfolios (approximately 250 sessions per year).


The functions include:

  • Collecting, understanding and analysing the technical/technical management training needs CERNwide;
  • Sourcing internal/external partners/training providers and ensuring implementation of training programmes (design, development and delivery);
  • Evaluating and reporting on course content/training effectiveness by conducing feedback surveys, analysing data and creating/presenting reports;
  • Conducting a biennial 'Departmental Learning Strategy' (CERNwide collection of learning needs) and reporting on needs and required actions;
  • Responsible for the Training Centre and supervision of an external Contractor;
  • Coordinating and monitoring the training budget associated with these two portfolios;
  • Keeping abreast of CERN's scientific and technical challenges and liaising with CERN committees and experts;
  • Contributing to the overall scope of the work of HR-LD (projects and policies);
  • Supervising a team of two (administrative assistant/junior learning specialist); and
  • Communicating with internal stakeholders (CERNwide learner community, Departmental Training Officers, CERN Learning Board) to present the portfolios and create engagement/motivation towards a culture of learning at CERN.

Qualifications:

Master's degree or equivalent relevant experience in the field of HR/learning and development. or a related field.

Experience:

  • Demonstrated knowledge of Learning Management Systems is essential;
  • Experience in the areas of physics or engineering is an advantage.

Technical competencies:

  • Learning & Development: knowledge of development, coordinating and implementing competencybased technical training solutions;
  • Employee performance management: daily supervision of two administrative posts;
  • HR process design & development;
  • Use of office software packages;
  • Project management: combined with strong analytical skills and ability to understand highly specialized technical fields.

Language skills:

  • Spoken and written English: ability to understand and speak in professional contexts, as well as prepare/draft and/or translate accurate texts.
  • The ability to understand and speak French in professional contexts would be an advantage or willingness to acquire it rapidly.
