Under the overall supervision of the Department of Mobility, Pathways and Inclusion (DMPI) and
Direct supervision of the Director of Migration Health Division (MHD), and in close collaboration
with other IOM Headquarters (HQs) Departments, Global Programme Coordinator (USRAP),
Senior Migration Health Advisor (USRAP), Regional Health Assessment Programme
Coordinator (RHAPC), and Migration Health Division (MHD) staff engaged in health
assessments and other relevant migration health activities worldwide, the Programme
Coordinator (Global Health Assessment) will be responsible for the development and effective
implementation of Health Assessment Programme (HAP) operations with IOM refugee and
immigrant health programmes for more than 10 receiving countries, including USRAP, UK,
Canada and Australia, and others as well as ensuring that activities and services related to the
HAP are implemented in a coordinated, harmonized and coherent manner.

_Core Functions / Responsibilities:
_

  • At the global level, advise and assist the Director of MHD in developing and/or strengthening
IOM's strategy, programmes and initiatives on Migration Health Assessments and Travel Health
Assistance Programme (HAP), in close cooperation and collaboration with Global Programme
Coordinator (USRAP), Regional Directors, Chiefs of Missions, HQ Departments, MHD pillar
heads and/or thematic specialists. Contribute to regional and global plans as well as strategies
for the enhancement of the IOM Health Assessment Programme and its place in the IOM
strategic plan and relevant commitments.

  • Serve as the MHD global focal point and technical resource person for all issues related to
migration health assessments. Guide and lead Regional Health Assessment Programme
Coordinators (RHAPC) and the MHD/HAP Global Management Team, which includes thematic
leads in laboratory, data, radiology,, and health informatics areas, as well as the Senior MH
Advisor (USRAP), and the HAP finance team.

  • Oversee standardization and harmonization in the implementation of existing national
technical instructions and requirements, expand and share effective innovative practices, and
monitor quality control and assurance of the IOM refugee and immigrant health assessment
programmes, including but not limited to, health screenings, radiology, vaccinations, sputum
collection and laboratory practices, medical documentation and health informatics, availability of
trained human resources, staff training needs, and budget preparation and reporting.

  • Establish and maintain close relationships with relevant health authorities of host and
receiving governments and the UN regarding various new and existing programme agreements,
ensuring that these are understood and correctly implemented in the field. Provide accurate
analyses regarding IOM capacities and present alternatives where appropriate. Develop and
expand HAP related public health programming in close coordination with national health
systems, UN partners and receiving country authorities.

  • Advise and support the MHD Director, in financial management and work closely with the
HAP finance team and regional/country focal persons for budget preparation and endorsement,
as well as financial performance and reporting regarding HAP projects. Provide advice and
initiate corrective actions when needed; analyze financial practices and design innovative
approaches in cost-efficiency and monitoring, for the budget review processes for the immigrant
health assessment programmes.
