The Global Fund aims to accelerate the end of AIDS, tuberculosis (TB) and malaria as epidemics.

We invest more than US$4 billion a year to support programs run by local experts in countries and communities most in need.

Since 2020, through the COVID-19 Response Mechanism (C19RM), additional funding has been made available to support countries to mitigate the impact of COVID-19.


As part of our mandate to fight the three diseases and increase access to quality-assured health products and services at affordable and sustainable prices, the Global Fund plays a leading role in global markets for medicines and technologies that prevent, diagnose, and treat HIV, Tuberculosis and Malaria.

Every year, more than half of the Global Fund's investments is used to procure key health products, ensuring they are available to those who need them most.


The Global Fund's Supply Operations Department, in collaboration across the Global Fund Secretariat, is responsible for the overall management of sourcing, procurement, quality assurance and supply chain related matters, including strategy formulation and implementation, development of policy guidelines and ensure compliances, drive innovation, sustainability agenda and new product introduction, and importantly support country capacity building contributing to a more resilient and agile national health care supply chain.


To implement the Global Fund's Strategy, Supply Operations has recently introduced a new operating model, aiming to achieve accelerated value contributions to the communities and people we serve more effectively and efficiently.


The Global Fund invest in more than 100 countries, often in very difficult operating context with under-developed in-country supply chain infrastructure and management approach.

Supply Operations In-country Supply Chain team plays critical functions, working with countries to build and strengthen the national supply chain management system, which includes strategy, policy governance, Logistics Information System (LIM), and related 2nd line of defense matters.


Under the supervision of the Senior Manager, Supply Chain, the Manger, Supply Chain will oversee Supply Chain engagement with at least two Global Fund Grant Management (GMD) Departments in addition to overseeing a subset of Countries and serving as a business and thought partner of GMD's Department Heads, Regional Managers, HPM Managers as well as Country Teams on a range of supply chain topics.

The Manager, Supply Chain, for the GMD Departments under his scope, will notably be responsible for:

  • Thought Partnership to GMD leadership (Department Heads, Regional Managers), and in close collaboration with Health Product Management (HPM) Managers and Country Teams over the grant management cycle
  • Oversee incountry supply chain activities, in coordination with Supply Chain Specialists and HPM Managers and Specialists
  • Management of Catalytic Investments to Accelerate Grant Priorities
  • Oversight on the compliance and adherence to Supply Operations Advisory policies, procedures and performance management frameworks
Key Responsibilities

Thought Partner to GMD leadership over the grant management cycle

  • Proactively provide thought leadership and strategic advice to GMD leadership on complex supply chain priorities to reduce levels of risk and ensure supply chains effective drive programmatic performance.
  • In partnership with Global Fund Country Teams, advocate for increased funding for supply chain priorities and ensure funding requests are aligned with TGF's strategy, priorities and standards
  • Actively oversee the effective contribution of supply chain to respective Departments and country portfolios, such as contributing to the Secretariat Briefing Note on SC components, addressing TRP specific comments, providing advice & expertise on SC components of the Implementation Arrangement Map, reviewing SC components of budgets, and grant related performance metrics for monitoring and oversight
  • Identify, monitor and identify mitigating actions for grant implementation, in coordination with the Manager, Supply Chain, Risk Department and HPM Managers to drive programmatic performance and reduce risk levels.
  • Effectively support the vision, development and implementation of the Global Fund's supply chain strategy to accelerate impact at countrylevel in the fight against HIV, Tuberculosis, Malaria and other pandemics such as Covid19
Overseeing in-country supply chain activities

  • Contribute to the development of the In-Country Supply Chain (ICSC) Strategies
  • Advise countries on SC priorities (e.g., network design & optimization, incountry funding, etc.) in coordination with RSSH (Resilient and Sustainable Systems for Health), and Disease teams
