PATH is home to the Malaria Control and Evaluation Partnership in Africa (MACEPA) which works closely with National Malaria Control programs in Africa to strengthen data systems and data use to better inform strategies and targeting of resources to reduce burden. Key components of this work include developing and/or strengthening leadership and management structures, tools, and processes; driving partner integration; introducing policy roadmaps to enable the introduction of new tools; and supporting the development of new funding proposals and business cases to expand in-country and external financial resources.
MACEPA seeks to recruit a Strategy and Partnerships Officer to work as part of our Governance and Strategies team. The Officer will provide direct support at the highest levels of malaria program policy and management to develop tools and processes to enhance National Malaria Program (NMP) capacity. Areas of support include working with NMPs to develop management tools to facilitate partner coordination and improved tracking of operational plan implementation; supporting governments to meet Global Fund requests and satisfy grant application requirements, including budget development; engaging with technical and financial partners at the global level to ensure country learnings and policy needs inform global strategies.
The Officer will report to the Governance and Strategies Program Advisor, but also have a close working relationship with the global technical team and MACEPA country teams. This position will be based in Geneva.
Responsibilities:
Work with MACEPA country teams and national malaria staff to develop and implement tools, processes, and training materials to:
Assess and track NMPs’ capacity.
Enhance NMPs’ management and leadership capabilities.
Facilitate transparent coordination of partner planning, resources, and activities.
Improve tracking of intervention implementation at operational levels.
Engage with technical and financial partners at the global level to ensure country learnings and policy needs inform global strategies. In particular, the Officer will build strong relationships with NMPs, MACEPA country teams, Global Fund Secretariat teams and the global malaria partnership to support the submission of Global Fund funding requests that are informed by relevant strategic objectives and midterm review recommendations, consider stratification and modeling outputs to maximize the impact of interventions within the allocated budget envelope.
Serve as a trusted advisor to MACEPA country teams.
Serve as liaison between the MACEPA global technical team, country partners, and stakeholders.
Build strong relationships with stakeholders across government, non-governmental organizations, and the private sector.
Draft key documents, reports, presentations, and other communications materials for a variety of purposes and audiences, summarizing developments and recommendations for program areas and external partners.
Coordinate meetings and facilitate knowledge sharing between government programs and partners to ensure coordination.
Support the project’s Governance and Strategies workplans, and associated implementation, monitoring, and control processes to facilitate accomplishment of its outputs.
Work with NMPs and key stakeholders to develop or update private-sector engagement roadmaps to address challenges and support NMPs in achieving universal coverage of malaria case management.
Other duties as assigned by the Governance and Strategies Program Advisor.
Required skills and experience :
Advanced degree in public policy, public health, science, business administration, or equivalent degree required, or an equivalent combination of education and experience.
Excellent oral and written French and English communication skills.
Minimum six years of professional program management experience with increasing levels of responsibility and leadership in public health, management consulting, or other relevant fields.
Experience working with ministries of health, donors, NGOs, and the private sector on infectious disease programming.
Experience or knowledge of health finance, public finance, or finance for development. Experience of The Global Fund funding mechanism would be an asset.
Excellent interpersonal and diplomatic skills with ability to interact with diverse colleagues and partners, including with government representatives.
Strong organizational, collaborative skills, prioritization, and workload management skills.
Willingness and ability to travel internationally as requested.
