DESCRIPTION OF DUTIES

1. Coordonner les sous bureaux de l'OMS en supervisant regulierement les chefs des sous bureaux et en leur apportant un soutien direct ; soutenir l'elaboration et la mise en œuvre des plans de travail et des budgets, et veiller a la bonne gestion des ressources humaines et financieres pour les activites de l'OMS dans les Gerer la planification operationnelle et la mise en œuvre des efforts visant a renforcer la preparation et la reponse aux situations d'urgence ainsi que la resilience des systemes de sante au niveau des provinces ; coordonner les contributions techniques, normatives et operationnelles, en cooperation avec les membres des equipes de sous bureaux et antenne, en veillant a ce que les fonctions essentielles de l'OMS soient Participer et contribuer a l'equipe de gestion executive pour elaborer et mettre en œuvre l'orientation generale et le fonctionnement du bureau pays de l'OMS en Assurer la gestion des performances et le developpement du personnel pour les sous bureaux et, pour toutes les equipes de Compiler et consolider tous les rapports hebdomadaires/mensuels/trimestriels, les plans et les budgets des sous bureaux et autres equipes de terrain et faire des recommandations d'actions a l'equipe de gestion executive et au representant de l'Travailler en etroite collaboration avec les operations, l'administration et les services d'appui, ainsi qu'avec la mobilisation des ressources, afin d'elaborer et de gerer les budgets, de soutenir la mobilisation des ressources, la conformite et la Travailler avec l'equipe de communication pour accroitre la reconnaissance interne et externe du travail de l'OMS au niveau central et Informer et suivre la prise de decision strategique, la planification et la mise en œuvre par le biais de la reponse du groupe sectoriel de la sante a l'appui des priorites identifiees par les autorites sanitaires nationales et Soutenir l'identification et le suivi systematiques et reguliers des risques et des besoins en matiere de sante, ainsi que la planification et la mise en œuvre des mesures de prevention, de controle et de reponse les plus efficaces. Cela comprend la diffusion de messages de communication sur les risques, le renforcement des systemes d'alerte precoce et de surveillance, la fourniture de services de sante de qualite et la realisation de recherches operationnelles et scientifiques afin d'ameliorer les interventions en fonction des besoins des populations touchees, au niveau des Formuler des recommandations sur les besoins en personnel de l'OMS pour les interventions ; assurer la liaison avec le bureau pays de l'OMS pour garantir la mobilisation a temps des ressources humaines Fournir regulierement au responsable de la securite une liste actualisee des membres du personnel, des consultants, des partenaires et des personnes a charge presents sur les differents Assurer la liaison et la coordination avec les groupes techniques du bureau pays pour veiller a ce que toutes les activites de l'OMS au niveau local soient alignees sur les strategies et priorites nationales et s'appuient sur les normes de l'Fournir au bureau pays de l'OMS des notes d'informations, des rapports de situation et des informations sur la gestion des evenements, afin de permettre au processus global de suivi et de planification continue d'alimenter les produits de communication et de plaidoyer, les rapports de situation, etc. Porter les questions et les preoccupations a l'attention de l'equipe de direction en recommandant une ligne de Organiser des reunions de coordination regulieres et frequentes avec tous les sous bureaux et les partenaires d'autres secteurs, convoquer des reunions internes pour suivre et evaluer la mise en œuvre des programmes, plans de travail des provinces, zones de sante et aires sanitaires, la facilitation de la mobilisation des ressources, l'etablissement de priorites, la responsabilisation de toutes les parties prenantes et la prise de decision efficace. 15. Effectuer toutes les autres taches connexes assignees par le superviseur.

REQUIRED QUALIFICATIONS

Education

Essential : Doctorat en medecine, avec specialiteen systemes de sante, gestion des politiques et / ou des programmes de santeou dans un domaine connexe
Desirable : Diplome universitaire en sante publique, Diplome de specialite medicale, Diplomeen developpement international ou sciences sociales Pertinentes

Experience

Essential : Au moins sept (7) annees d'experience pertinente, aux niveaux national et international, dans le domaine du renforcement des systemes de sante, y compris la bonne gouvernance dans la reforme de la sante et les situations d'urgence sanitaire. Experience de la coordination de la gestion de projets, de programmes de renforcement des capacites, de la planification, du suivi et de l'evaluation, de la mise en place et de la promotion de partenariats de collaboration.
Desirable : Experience prealable des urgences sanitaires et/ou des systemes de sante sur le terrain avec l'OMS, d'autres agences des Nations unies, des partenaires du cluster sante ou une organisation internationale non gouvernementale ou humanitaire reconnue ayant une expertise en matiere de reponse aux catastrophes et aux epidemies.Experience averee de la collaboration avec les autorites sanitaires locales (provinces, zones de sante et aires sanitaires) au niveau du pays

Skills

Aptitude a la planification strategique et a organiser, guider les differents membres de l'equipe, les groupes de travail vers des objectifs convenus.Experience de la direction et de la gestion d'equipes et de praticiens de haut niveau a distance.Capacite a communiquer de maniere credible et efficace, par ecrit et oralement.Competences averees en matiere de renforcement des systemes de sante par le biais d'un soutien technique, de gestion et operationnel, y compris la coordination avec d'autres partenaires. Competences et aptitudes averees en matiere d'evaluation et d'analyse des donnees a l'appui des programmes et politiques nationaux, des projets et des activites, y compris la programmation et le controle du budget.Competences averees en matiere de planification et de redaction de rapports techniques et de rapports a l'intention des donateurs.Capacite averee a produire des resultats, tout en respectant le cadre professionnel, ethique et juridique de l'OMS.
