Consultant - Monitoring and Evaluation of Mental health and Psychosocial support

Deliverables

Respond to requests received by the helpdesk and provide practical and technical assistance and guidance to requesting agencies. 
Expected by: Ongoing through the 11th month of the contract.  Develop key materials for rollout and dissemination of the IASC M&E Framework according to helpdesk needs, including FAQ sheets and additional guidance and training materials.
Expected by: 11th month of the contract.  Organize and facilitate virtual and in-person M&E Workshops (including preparation phase, workshop administration and follow-up) in collaboration with helpdesk team. 
Expected by: Ongoing through 11th month of the contract. 

Qualifications, experience, skills and languages

Educational Qualifications:

Essential:

Advanced university degree in mental health (, psychiatrist, clinical psychologist, psychiatric nurse, or clinical social worker).

Desirable:

Post-graduate education in psychology.

Experience:

Essential:

Over 8 years of progressively responsible professional experience conducting monitoring and evaluation of MHPSS programs in international humanitarian contexts. At least 5 years work experience in large humanitarian crises caused by conflict or natural hazards outside of one’s home country. Experience organizing and conducting capacity building workshops and providing technical assistance follow up on monitoring and evaluation of MHPSS activities in emergency settings. Experience providing technical assistance on monitoring and evaluation of MHPSS activities in emergency settings to agencies, organizations or groups in more than 1 sector of humanitarian action (, health, protection, education, etc.). 

Desirable:

At least 1-year cumulative working experience in providing inter-agency technical assistance to MHPSS coordination groups or structures (, MHPSS Technical Working Groups) on monitoring and evaluation of MHPSS activities.

Skills: 

Sound technical knowledge of monitoring and evaluation of mental health and psychosocial support in emergency settings. Knowledge of guidelines and approaches to multi-sectoral monitoring and evaluation of MHPSS during preparedness, response, and recovery. Excellent writing skills, in particular technical writing skills. Excellent communications and interpersonal skills with the ability to build strong relationships with a variety of stakeholders across different cultures and technical sectors. Strong project management skills, including organization, scheduling and time management skills. Self-discipline with the ability to work with autonomy, flexibility and as part of a team.

Languages required:

Essential:

Expert knowledge of English.

Desirable:

Expert knowledge of other UN Language (Arabic, Chinese, French, Russian or Spanish).

Off site: Home-based.

Travel 

The consultant is expected to travel.

Remuneration and budget (travel costs are excluded):

Remuneration:

Band level B - USD 7,000 - 9,980 per month.

Living expenses (A living expense is payable to on-site consultants who are internationally recruited):

Expected duration of contract: 

11 months (part-time at 30%). Remuneration will be pro-rated accordingly.
