DUTIES AND RESPONSIBILITIES

The World Meteorological Organization (WMO) seeks a consultant to support the activities of the Global Atmosphere Watch Programme (GAW). This consultancy looks for supporting the development of a functional, scalable, science-supporting interface enabling enhanced visualization of station metadata, monitoring results, and the GAW network performance to facilitate improved delivery of WMO scientific outputs, including atmospheric composition reporting and assessments.

Responsibilities include:

Contribute to coordination of GAW activities;

Support activities enhancing the scientific value of GAW;

Contribute to enhancements of GAW monitoring stations and network management tools consistent with WIGOS quality principles;

Prepare progress updates and recommendations for future scientific and operational development of GAWNet;

Support the preparation of potential follow-up project to continue the development of GAWNet.

QUALIFICATIONS

Education

Advanced university degree (Master's or equivalent) in Atmospheric Sciences.

Experience

Familiarity with WMO observing systems, metadata standards, and WIGOS or GAW station networks, with demonstrated understanding of quality management and data traceability principles.

Knowledge of the WMO infrastructure, including the WIGOS and its associated tools (as OSCAR/GAWSIS and WDQMS).

Proven ability to translate technical developments into operational tools supporting scientific output generation and dissemination.

Strong collaboration skills, including experience on participating in multidisciplinary teams, including scientific experts, data managers, and programme officers.

Other requirements

Strong project management and organizational skills, including monitoring and reporting on deliverables and KPIs.

Experience with programming languages (e.g. Python) and data formats.

Experience with scientific visualization tools and geospatial data systems.

Experience with metadata and observing network systems preferred.

Knowledge of WMO/WIGOS/GAW observing network standards is preferable.

Ability to work independently, collaboratively across institutions and adapt to complex, multi-partner environments, managing competing priorities, and deliver high-quality outputs in fast-paced, multilingual environments.

Familiarity with the UN system and global environmental governance processes (e.g., UNFCCC, CBD, UNCCD) and with WMO, GCOS and/or GEO organizations.

Languages

Excellent knowledge of English. Knowledge of other official languages of WMO would be an advantage.
