1. Objectives of the assignment

The World Intellectual Property Organization has an Accountability Framework (WO/PBC/29/4). This policy is currently being revised in line with United Nations Joint Inspection Unit recommendations and management priorities to further elaborate results-based management, risk management, internal controls, data analytics, governance and oversight reporting, as well as strategies for future growth.

The Planning, Budget and Risk Management Division has is planning to establish a roster of accountability analysts under the conditions of a framework agreement. Selected Contractors are expected to deliver defined work packages for the Division. Examples of work packages may include:

• Risk management: developing approach for AI-based risk management, developing risk reports, undertaking risk assessments.
• Internal controls: Undertaking control assessments, developing controls policies, developing data analytics for internal controls.
• Governance and oversight reporting: Drafting input for WIPO Performance Report, oversight bodies and/or risk management.
• Results-based management: Contributing to strategic and biennial planning, undertaking performance assessments, budget and results analysis, preparing material on results-based management @WIPO.
• Business development: Undertaking analysis and developing strategies for growing business lines, sales, marketing, communication, business analysis.

2. Deliverables

Defined deliverables and/or services will be established for any work package agreed.

3. Reporting

The Contractors will report to the Director, Planning, Budget and Risk Management Division or other designated official.

4. Requirements

Education (Essential)

• University degree in Business, Finance, Risk Management, Marketing, International Relations, or related field.

Education (Desirable)

• Certifications relevant to the specialized area.

Experience (Essential)

• Minimum three years of professional experience including in one or more of the following areas: risk management, internal controls, results-based management, governance and oversight reporting, business development.

Experience (Desirable)

• Experience working in international or multilateral organizations.

Language (Essential)

• Excellent knowledge of written and spoken English.

Language (Desirable)

• Knowledge of other UN languages.

Job Related Competencies (Essential)

• Competence in multiple areas in one or more of: risk management, internal controls, data analytics, results-based management, governance and oversight reporting, business development.

• Strong problem solving, quantitative and analytical abilities.

5. Duration of assignment and payment

Applicants are requested to provide an indication of their remuneration expectations of a daily rate in Swiss francs.

Defined terms of reference will be agreed for any engagements, subject to the availability of funds.

The Contractors will be engaged through a framework agreement for the provision of services as and when needed by WIPO. The proposed duration of the Framework Agreement is up to five (5) years. It is expressly understood that WIPO does not guarantee any minimum quantity of services under the Framework Agreement.

6. Other information

ICS contractors fall outside the coverage of employment contracts for WIPO Staff members and are not subject to the WIPO Staff Regulations and Rules. The contractor has no entitlement to vacation or sick leave, except for WIPO official holidays, or to medical insurance or staff pension.
