The Bank for International Settlements has an excellent opportunity available for a Programme Director - BIS Site Development in our Basel offices.
**Purpose of the job**
- Lead the project management and programme team of the BIS site development project.
- Manage the programme delivery for all consulting contracts. Establish the project budgeting and forecasting. Formulate the substantive work programme and supervise the implementation of the project.
- Oversee the management of the BIS project related design and construction activities undertaken by the project team including acquisition management, contracting, scheduling, cost estimating, quality control, risk management and contract administration.

**Principal accountabilities**
- Develop and implement the BIS site development project including a long-term strategy on life cycle cost implementation.
- Coordinate with the Facility Management team the preparation of buildings and facilities to meet changing business needs and ensure operational excellence.
- Develop a Project Management Plan for site operations, project guidelines, policies, procedures and performance standards. Ensure efficient and cost-effective project planning in coordination with the Facility Management team.
- Coordinate internal stakeholder involvement and act as key contact between the Bank, outsourced service providers and local authorities for such projects including the building permit processes.
- Coordinate with the Premises Management team, the allocation of space to reflect the Banks business priorities, ensuring an efficient usage of space and a safe and secure work environment
- Develop performance metrics to monitor efficiency and achievement of agreed service levels.
- Ensure business continuity that supports business critical systems and infrastructure that meets agreed service levels.
- Ensure buildings meet security, health and safety requirements and that facilities comply with appropriate standards.
- Ensure building automation IT operations meet the Bank’s overall IT operational and security requirements.
- Assist the Head of Real Estate and Facility Management in preparing the work programme for the project management team, determining priorities and allocating resources for the completion of outputs and their timely delivery.
**Qualifications, skills, and experience**
- Degree in civil engineering, MEP, architecture, business, finance or real estate with a master’s degree in a technical area related to building infrastructure or facilities management.
- At least 10 years’ experience in real estate and building infrastructure including minimum 5 years in a similar managerial role in an international environment.
- Broad knowledge and experience in building related fields including planning and construction, operations, infrastructure and maintenance. Proven ability to implement major projects effectively, on time and budget.
- Experience of contracting and construction management issues, particularly codes and legal requirements preferably in host country or European environment.
- Experience in contract management, outsourcing coupled with strong negotiation and stakeholder management skills.
- Well-developed leadership skills, with the ability to empower others to translate vision into results.
- Excellent communication skills in English, as the official language of the Bank.
- Professional certifications i.e certified construction manager (CCM), environmental certification, project management professional (PMP) are desirable.
- Knowledge of conference infrastructure including AV/IT projects and complex business continuity plans would be an asset.
