**Organizational Context**:
The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 191-member National Societies (NSs). The overall aim of the IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by NSs with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” The IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.

IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of the IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality.

IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into three main Divisions: (i) National Society Development and Operations Coordination; (ii) Global Relations, Humanitarian Diplomacy and Digitalization; and (iii) Management Policy, Strategy and Corporate Services.

IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas. IFRC also has country cluster delegation and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat.

One important way to address this humanitarian crisis is to ensure that strong, evidence-based laws are in place and effectively implemented in order to protect road users.

GRSP manages a competitive grants programme, namely the Road Safety Grants Programme. The Road Safety Grants Programme is funded by Bloomberg Philanthropies and its primary objective is to support civil society organisations and National Societies to advocate for the passage and implementation of evidence-based legislation to protect road users. This support includes the provision of funding, building the capacity of grantee organisations to effectively advocate, and broader capacity building of grantee organisations to effectively manage projects and funding. At present, the Road Safety Grants Programme is operational in 15 countries around the world.

**Job Purpose**:
**Job Duties and Responsibilities**:

- Complete financial due diligence, as per IFRC/GRSP requirements, on all new grantee organisations under the Road Safety Grants Programme.
- Evaluate and identify lobbying and non-lobbying activities, as defined under United States tax and legal codes, for all new grants under the Road Safety Grants Programme.
- Review and evaluate all financial reports and associated financial documents submitted by grantees as part of the regular reporting and monitoring structure of the Road Safety Grants Programme.
- Conduct or assist in on-the-ground grant negotiations and site visits, where requested in conjunction with relevant Advocacy & Grants Programme staff.
- Provide training and support to Advocacy & Grants Programme staff on grants financial management, budgeting, and other finance-related issues, at the direction of the Programme Manager.

Approximately 85 days from 01 June to 31 December 2025.

**Education**:
**Required**
- University degree in business, finance or related field.
- Professional certification in accounting.

**Preferred**
- Advanced degree in business, finance or related field.

**Experience**:
**Required**
- More than 8 years of experience providing technical support, including capacity building, to civil society organisations in low
- and middle-income countries.
- Experience working for the Red Cross/Red Crescent; or an NGO with a focus on policy change or another humanitarian organisation.
