The World Economic Forum, committed to improving the state of the world, is the international organization for public-private cooperation. The Forum engages the foremost political, business and other leaders of society to shape global, regional and industry agendas.

This project entitled “Digital Transformation: Facilitating the Association of Southeast Asian Nations (ASEAN)’s Inclusive and Sustainable Digital Economy” is a multi-year work programme of public-private action focused on driving the region’s digital transformation in Southeast Asia. The World Economic Forum’s Centre for Regions, Trade and Geopolitics (CRTG) will implement the project in partnership with the ASEAN Secretariat and presents an opportunity to work with all 10 ASEAN Member States to strengthen the digital economy at the national and regional levels.

The overall objectives of the project include capacity improvement of individual ASEAN Member States, surveying the status and current gaps in ASEAN’s e-commerce and digital economy environment, strengthening data-driven policymaking, and facilitation of greater multistakeholder dialogue and collaboration towards advancing ASEAN’s digital trade and broader digital economy. The project is funded by the ASEAN-Korea Cooperation Fund (AKCF), established in 1990 by the government of the Republic of Korea (ROK) to further strengthen ASEAN-ROK relations.

Main Responsibilities- Lead the design of the project’s monitoring and evaluation plan, including theory of change, indicators and targets- Identify areas where (external or technical) support is required for project deliverables, i.e. to conduct evaluations, research, translation, etc. and ensure quality delivery is obtained by external contractors- Report and monitor project progress, impact and evaluation- Execute the Annual Business Survey with Dialogue- Organise steering committee/expert group meetings- Ensure opportunities to leverage Forum networks and events for project outcomes to be fully utilized

Annual surveys and dialogues on the key findings that will draw insights into the below seven areas and inform relevant policy choice to ASEAN policy makers (3 editions over 3 years):
- Businesses’ perceptions on whether electronic or online transactions appear to have equivalent commercial treatment to offline transactions- Businesses’ understanding and perceptions of e-authentication technologies and implementation models- Businesses’ perceptions on whether e-signatures have equivalent legal treatment as offline ones- Safety, security, efficiency and interoperability of cross-border e-payment systems- The perceived adequacy and effectiveness of existing IP rights protection and enforcement in an online and digital setting- Businesses’ perception of technology neutrality to be upheld in commercial practice, other than circumstances related to government procurement- The perceived adequacy of existing competition laws and policies in the e-commerce sector, with particular attention to the views of MSMEs

Qualification:
- 7-9 years of professional work experience in project management, preferably across public and private sectors- Master’s degree or equivalent- In-depth understanding of the ASEAN Secretariat and the regional context - geopolitical and business- Knowledge and interest in the facilitation of the digital economy- Demonstrated ability to work across different cultures and sectors as a part of community management- Strong track record in monitoring and evaluation and/or data analysis reporting preferred- Background in knowledge management and communications would be a valued asset- Excellent verbal and written communication skills in English; knowledge of other languages in the ASEAN region would be an asset- Proficiency in MS Office, knowledge of Salesforce is plus
